Preparing for Water Logging: Action Request
We are already in the last week of April and the monsoon season will begin in many parts of India within the next 60 days. Last year, you had shared your inputs on what needs to be done by municipal corporations to minimize water logging. Kindly note the solutions for water logging as identified by you below. Please call upon your municipal commissioner, or other area officials and set up time to ensure they are aware of the same. Also, if you have additional inputs on what cities can do now to be better prepared for rains, do share them. We look forward to your inputs! Solutions identified by citizens to address Water Logging: 1. A year-long maintenance schedule should be made to clean and desilt the drains and prepare them for the rainy season 2. Citizens should be trained on not throwing the garbage in the drains 3. The storm water drainage system should be refurbished 4. Roads which get water logged every season should be identified and water pumps should be installed clear the water 5. The broken pumps in underpasses and subways should be immediately repaired/changed 6. Roads should be made with the right slope so that the rain water could automatically slide down the drains 7. The good drainage systems of modern cities like New York should be studied and the findings should be implemented in Indian cities 8. More gardens and parks should be made so that the excess water could be absorbed. 9. The capacity of the drains should be increased 10. Roads dug should not be left open for more than 48 hours and proper barricading should be done to prevent accidents 11. A helpline should be started where citizens could report instances of water logging 12. Road maintenance should be carried out throughout the year 13. The civic agencies should be made accountable towards their work by introducing technology, community interface, citizen rating and reporting 14. The inter department coordination between civic agencies should be strengthened 15. For the violations for non-compliance by the developers apart from the penalties levied, the non-compliance should be removed 16. Road sanitation employees should make sure there are no plastic bags or clogging of drains 17. Manholes should have locks which can only be opened by the municipal employees.

Erratic rains, the effect, are causally related to climate change but that happened over the years with increasing reliance on fossil fuels, especially diesel, in growing transportation, when most of the crude oil was imported, costing foreign exchange. Even today the affluent talk of water logging as netizens, including automobile industry that has increasingly dieselised car engines, must take responsibility for the causality. The other petroleum output being plastic, exacerbates flooding also causes drains to choke there is a causal relationship therein. Therefore the ecosystem needs to change. Plastic may be used in road building and transportation fuel shifted towards electric, ethanol, compressed natural gas, or sustainable fuels. Of course, this happening with timely drain desilting. more
Flooding and logging is not a new phenomenon in Delhi. Till 1960s places like Model Town, cross Yamuna areas etc use to get water logging during rainy season. So much so that on 15th August 1964 Ring road, Raj Ghat etc had water logging. Minto Bridge Underpass, underpass near Pragati Maidan used to get flooded as late as 1990s or so. While there has been some improvement on those problems but it has not kept pace with the rising new problems due increasing un-authorized colonies and population. I hope with the latest flooding of even VIP areas and main important roads Delhi Govt. and MCDs would do some constructive and effective works forgetting Political differences. more
Agree. Solutions are however, what solutions do. Firstly, Solution involves directing ones attention to the problem. Problem solving can happen thereafter. Many a times the authorities put the onus of this responsibility on the citizenry. Secondly, identify those who are responsible, in the present and then see how they, once publicly identified, can watch the flooding passively, hoping someone higher up will solve the problem. more
After 1963 when Delhi had 172.3 MM rains, August end & Come September began with 112.1 MM rains. The drains were designed to take 50MM rains and more than double the capacity resulted in the natural swimming pools created all over Delhi. PWD's work by any standards is sloppy as it is a Government Organization. You should come and see the conditions of the Buildings/Flats maintained by CPWD in NCERT Campus. It is literally falling apart in pieces. BJP turns back to blame AAP and AAP says it had already warned but North and East Delhi never cooperated (being under BJP). Ultimately it is the Delhi-ites and common people who have to suffer. more
Water logging is serious issue and Delhi has been under BJP ,Congress ,now AAP but MCD responsible for civic services has been under BJP for last 20 years but all top to bottom staff has been taking salary + perks but no one has ever given eye on this problem.Delhi has rains for just a month so MCD & Delhites forget the problem .Surprisingly all parties politicians work here but no one ever pulled up commissioners of MCD ever.It is Delhites must stand and make the MCD officials resolve this issue since politicians change every 5 year they may not be worried. The online complaint system of MCD is big joke as operator sitting on seat complete the complaint by putting RESOLVED. more
