Many recently regularized colonies were based on OUTDATED Layouts. Please discuss.

In the recently regularized colonies (especially in Delhi), the Colony Layouts/Maps were mostly OUTDATED. Numerous plots were NOT shown in the Map/Layout that was approved by earlier Delhi Government (before State Assembly Elections of 2013). The Owners have Valid Proofs (like Non-Disputed Sale Deed which was obviously never registered).

Note that these are not encroachments. Those colonies which were regularized in 2013, was a Much Delayed Decision. Eying the State Assembly Elections of 2013, the then Delhi Government did not consider that many Plots had NOT been shown on the Layout Plans of these colonies. They quickly regularized the earlier proposed Layouts/Maps which were ERRONEOUS and OUTDATED. Many owners had challenged the earlier proposed Layouts. In response, the concerned authorities acknowledged and assured (in writing) that their plots would definitely be part of the Approved Layout (whenever regularization happens).

Thereafter, these owners/victims have been repeatedly assured (both verbally and in-written also) by local politicians and concerned authorities that their plots would soon be regularized. But in reality nothing has been done so far.

Some people had invested lifetime savings to buy these plots. All these plot-owners were confident that whenever these colonies would be regularized, the Layout/Map will have their plots too (because they had written assurances from authorities). But due to the negligence of previous Delhi Government (of Congress), they were shocked when their plots were NOT visible in the Layout approved by the then State Government. Also note that these plots were Non-Disputed and had single owner always.

Also note that when these colonies were regularized, these owners had approached the authorities before itself for inclusion in the Layout to be approved. But in spite of all sorts of written assurance from the concerned authorities, their plots were not included because of the then State Government's lethargic behaviour. Since then, these people are just chasing every door they can, be it a politician or a bureaucrat.

As part of newly regularized colonies, these plot-owners should also be brought to justice. I request the newly formed Delhi Government to help these victims/owners by regularizing their plots too. Satyamev Jayate ! more

There is no permanent solution for a developing land especially in rural or even semi-urban areas. The government is doing the right thing by regularizing colonies. But the problem is Poor Governance. Due to lack of administration, these good decisions (like of regularizing colonies) are not implemented correctly. This is exactly what happened in this case also. more  
GOVERNMENTS WILL CONTINUE TO PATRONIZE SUCH SOCIAL EVIL BUSINESSING FOR-EVER AS IS TILL KNOW IN SUCH PLOTS. CHALLENGES ON LAW SHALL NOT BE PUT TO POLITICIANS FOR REDRESS SINCE ONLY JUDICIARY SHALL GOVERN THE JUSTICE OF LAWS. OTHER-WISE WE HAVE TO LIFELONG WORK ON SUCH ISSUES BEING HABITED BY POLITICIANS . IT IS ALL PARTY ISSUE AND SO, WE SHALL NOT CONCLUDE ON THE PRESENT LEADERSHIP. A PERMANENT SOLUTION OR DIRECTION IS NEEDED AND NOT TEMPORARY JUSTICE FOR THIS SINGLE ISSUE THAT NOTIFIED. more  
Well planned colonies never face such issues. It is the unauthorized colonies where we see victims at the hands of government negligence like in this scenario. But then it should be the accountability of the state government to fix this issue. Judiciary alone cannot solve the problems of so many plot owners. more  
A STUDY ON THE TOTAL EXTENT OF LAND OF THE LAYOUT APPROVED BY EARLIER DELHI Govt. ;; AND THE EXTENT OF LAND OF THE PRESENTLY APPEARING LAYOUT ;; WILL CLEARLY NOTIFY IF ANY ADDITIONAL EXTENT IS ADDED BY MANIPULATION. IF THE TOTAL EXTENT OF THE LAND OF THAT APPROVED LAYOUT AND THIS PRESENTLY APPEARING LAYOUT ARE SAME AFTER PROPER COUNTING OF ROADS, OPEN PLACES AND THE INDIVIDUAL EXTENTS OF THE ALL THE PLOTS ;; IT IS ONLY THE ISSUE OF DIVIDING THE LAND INTO MORE PLOTS BY REDUCING THE THEN EXTENTS IF THE OPEN PLACES AND ROADS ARE OF SAME AND EQUAL IN BOTH THE LAYOUTS [ APPD ; AND PRESENT ] IN WHICH CASE, THE PLOT OWNERS WILL NOT BE AT LOSS OR EVEN MADE TO LOOSE LEGALLY. THIS ISSUE CAN THEN BE PROPERLY DRESSED PLEASE. more
