In truly democratic countries no one is allowed to fool the Tax officials. In America, the Internal Revenue Service a.k.a. IRS , is feared by all citizens because it goes through each and every transaction a citizen makes , to detect attempts to hide any illegal income. In Kerala , nearly all land has been survey and details entered in the registers . A price has also been fixed for each kind of land , for land registration and transaction purposes .However, the Real Estate Mafias and agents, with political support . , have been under-valuing all land transactions by rewarding Document writers, etc. who are responsible for under-valuing and documenting all such transactions. For example, if the price of One cent of paddy field is fixed at Rs.500 , the Real Estate Mafia will use its hundreds of "BENAMI"s to purchase this land , in acres .Then they will influence those in power to bring in some so-called "Airport" or "Highway" project and sell it to the land developers at rates high above the official rates, while showing the sold price at a few hundred rupees above the said Rs.500 . In the process , the Govt. loses Estate Duty to the tune of thousands of Crores every year!!! So, who is fooling whom ? more

As pointed out , profit margins for all transactions must be fixed , to prevent all kinds of Mafias . The present NDA govt. came to power mainly because it got the mandate of the electorate to deal effectively with Black Money , not only from outside the country but also ther generation of Black Money within the country. Numerous examples have been quoted by the honourable members. There is no dearth of brains here , to tackle this burning issue effectively . Every time a Whistle-blower is killed , there is a hue and cry .After a few weeks, all the din settles down. Let me ask all of you , "What has the previous or the present Central Govt. or any State Govt. done to effectively deal with this issue ? Absolutely nothing. Why ? This only shows that these political parties need Crores of Black Money , to even exist . Is that not the PLAIN TRUTH ? So, they keep on harping on such issues, in public and on TV channels but refuse to issue any effective Bill or Act to at least minimize the issue. That is why it is said that India is still an immature democracy , controlled by the Mafias who support the political parties, in power and out of power. For example, in Kerala, the Liquor Mafia was the main supporter of the LDF parties. Now, since the UDF , to get the support of the women who constitute more than 50 % of the electorate , insisted that sale of Alcohol, whether in the form of Arrack (which used to be brought from across the borders of Kerala) and now Indian Made Foreign Liquor (sold thru Bars), be banned in the state. As a result, the coffers of the LDF have turned empty. Howzaat ? Is the NDA Cabinet interested in such effective actions ? Let us wait and watch . In the U.S.A., it was the highly un-corrupt and brave F.B.I. (Fidelity ,Bravery,Integrity) agents who dealt effectively with all Mafias , under direct support of the President of America. Only political will from the highest positions can deal with Mafias. Meanwhile Whistle-blowers (like me) continue to be intimidated by arranged accidents , by the Mafias . Is the Central Govt. bothered ? They have shown that they have complete control over the Kerala Home Dept. by denying me the Arms Licence which the High Court had ordered to be issued , 8 months ago .
