Madam it is not to devoid any body bu to generate revenue which Delhi Govt is now starved of. No tax collection since business was closed under lock down. But still you could see the rush at wine shops all poors who said they don't have money to eat now buying crates. So let it be as it is. For buying liquor every body is rich.
