Lifts Act and Standards
Reading different posts and comments on local circles, it appears many states are not having a lifts act.
Does BIS have a standard for lifts that they want state government to follow and implement.
Can some one please share how step by step lifts process works i.e. purchase, installation, install inspection, operating procedure, ongoing inspections, which govt body does inspection, amc/after sale service, which companies following govt regulations versus violations.
have heard 2 incidents in the last 3 months about children getting stuck in premium societies in gurgaon and noida and everyone passing the buck literally in one of the cases. more

Amit Mishra ji, I had the opportunity of maintaining Elevatorsin Escalators at an international airport. I was also associated in a project involving installation of these facilities. First important task at the design stage of a building is to decide capacity of elevators and its locations. The location has to satisfy guide lines laid by Fire Department. Based on the design capacity, the size of Left Shaft is fixed. The walls of left shaft are designed to meet Fire requirement. The Elevators could be slow speed or high speed depending on application. A design for Hospital will adopt low speed life while a High Rise building will go for high speed unit. Govt procurement is through public tender to reputed manufacturing companies. The supply, installation, testing and obtaining approval for commissioning is the task of supplier of equipment. In every State, there are Govt Electrical Inspector who inspect and approve commissioning of a new installation. These installations are inspected every year by Electrical Inspector. It is the responsibility of Owner of Premises and Elevator to ensure that an annual maintenance contract is awarded and annual approval for operation is obtained. Still there may be accidents for various reasons. Auto accidents do take place though there are all kind of rules and checks. more

Regular maintenance is of utmost importance. AMC must be given to the same agency who has installed the lifts. Else anything can happen and rules and standards remain on paper only. more

My guess is the Loss Prevention Association linked with insurance companies should have a proactive role as also the local Fire Brigade and Metropolitan Development Authority.While working at the Mumbai Main Branch of my bank the Fire Safety Officer used to visit our building (a heritage one) and carry out fire safety audit. He would also organise drills and demonstrations of usage of fire safety equipment. I found that many staff were unaware of how to safely exit the building in case of any calamity.
