Centre to Regulate Issues of Concurrent List:- 1.Criminal Law... 18.Adulteration of foodstuffs, goods 20.Economic and social planning 23.Social security..Employment... 25.Education including technical, medical... 26.Legal, medical and other professions 28. Charitable, Endowments, Religious institutions 36, 37, 38, 39 –Factories, Boilers, Electricity, Newspapers, books... 41.Custody... of Evacuee Property 43.Recovery...Taxes, public demands including arrears, land revenue, recoverable as such arrears arising outside the State
Further, Article 36 stipulates vested duty over State as well as States for provisions of Articles 37 to 49, the ‘Directive Principles of State Policy’ . Hence, the Central Government/ Union of India shall exercise its Duty-bound Constitutional Authority regulating comprehensively the above 13 issues of List III and implementing Part IV A of the Constitution it its true spirit.
Then only, the guarantees contemplated in the Preamble of Indian Constitution could be fulfilled. National Law Commission need to conclude these Constitutional Mandates fast please.
[ Criminal issues ; Issues of Medicine and Hospital Professions ; Educational issues ; Issues relating to Educational Profession ; Employment and Unemployment Issues ; Issues of Charitable institutions/NGOs , Endowment and Religious institutions ; Factories, Electricity, Print and Books, Evacuee Properties ; Taxes, Revenue, public demands including arrears recoverable as such arrears arising outside the State ;;; HAVE SINCE LONG IGNORED FOR TRUE IMPLEMENTATION WHERE THE CONSTITUTION SPECIFICALLY ADDRESSED and hence, Specific and Comprehensive Regulations are absolutely necessary to support the Life Article 21 and, 14 and 15, the Fundamental Rights ] more  

Statutory Mandates of Constitutionally vested Responsibilities of individual States as well as Indian Union NOW TO BE APPROPRIATELY REGULATED IMPOSING MANDATORY PART OF OUR CONSTITUTION more  
West Bengal staged reserving 'Health is a State Subject' while in Bihar Center is Questioned. Education, Health, Means of Livelihood, Law and Order SHALL BE REGULATED WITH CENTRAL LAWS UNDER Article 38 etc., read with 36 please. Then only Nation can Justify Equality and Equal Opportunity regulating States as directed in the Constitution. THIS IS BECOMING INEVITABLE SINCE THE GOVERNANCE IN THE COUNTRY HAD BEEN DIVERSIFIED FROM ITS FUNDAMENTAL OBJECTIVE OF DIRECTIVE PRINCIPLES OF RULE. more  
This policy in Rule is embodied in BJP Manifesto the success of which wholly dependent on these Regulations only please. more  
India is already flooded with rules & more rules What is required is the understanding. If this is not there, any amount of rules, will not help. NITI Ayog is central govt. Policies are framed for country to progress. State have to leverage those policies for benefit of state. To say that there are no policies for my state (current attitude of politicians in India) means, they have no understanding of the process for no state govt in India has its own planning process. Most of the state plans if any are actually official bribes to the voters in the name of susidies & backward class schemes. more  
70 years proved that Neither EXECUTIVES of States and State, JUDICIARY NOR THE PRESIDENT AND THE 'National Law Commission' implemented Preamble guarantees ; enforced Constitutional Directives of Rule ; Several Sections AND SOME MOST IMPORTANT CHAPTERS of IPC while grossly neglected the issues FINANCIAL FRAUDS.
