Jio service lacuna

Kolkata New Town (City Centre2 vicinity) is facing Jio signal weakness/ disturbances. As this service lacuna is going on for long time I lodged a complaint recently with Jio care. Though initially assured rectification it has now said Jio is unable to improve its signal in my area. Please peruse the message below which I have received awhile ago.
My questions are:
i) Can a telecom service provider say it cannot improve till it expands its network service in the future in an area where it has already enrolled its clients at the time of company's inception and where initially the service provided was satisfactory?
ii) Is it not a contract between the client and the service provider when they sell SIM after due verification of his locational address and identity?
iii) Can one raise this service deficiency of Jio in the appropriate consumer forum seeking redressal?

Jio's message:
"This is an update on Service Request number SR00001139MK for Network connectivity. Regret to inform you that the location for which you had raised a concern may face intermittent issues. We have noted your concern and will be taking steps to improve connectivity in that area as we expand our network in the future. At present we are unable to commit a date, we appreciate your patience. If you are not satisfied with the resolution, please call us on 198 or write to care@jio.com. You may also raise an appeal with Appellate." more

Govt service providers like MTNL is not an exceptions. Since several weeks unattended of complaints of landline and Internet connections at Wagle incl. Est. THANE. High officials are Unattended of their contact numbers including cell phones. Though MTNL services are essential services and officials claimed to be attending their offices regularly. more  
Jio Fibre's after sales service is very very poor.There is practically no set up where you can talk to the person and get his service at your home and get the problem resolved.Even their internet connectivity is very very POOR in city like Mumbai.If they really want to win Customer's confidence then they should come to home and attend the problem personally specially if the Customer is a Senior Citizen. more  
Let us understand this..Jio was interested in market capture, i.e. quantity and not quality..remember RIM mobiles in mid 2000s.. Some of us shifted from Idea, Airtel n Vodafone due to lucrative call rates/ recharges and some others were dissatisfied with the incumbent networks. I changed from Vodafone n Airtel on account of network issues like call drops..fortunately Jio is still better..But with changing telecom philosophy n govt regulatory framework, network portability by hit and trial looks to be the better way out if one is dissatisfied.. Probably we need frequent auto portability, so that at any given place and time, best possible network is located and used and the service providers being paid accordingly...this network switch could work after every 3 or 6 hours in a day, and we may require to pay to a common pool, who will allocate payments to service providers as per actual usage...Only this will ensure customer satisfaction and keep the service providers on toes.. more  
I have had bad experience with services connected with Reliance Industries Ltd. Now I do not buy any thing which is even remotely connected with Reliance Industries Ltd. more  
The only sensible choice you have is to move out of Jio network. more
