1. Governing Councils under State Chief Secretary's office having discipline , Criminal and full service authority shall be implemented with investigation & vigilance teams and any kind of act against the governance Code shall be punished under the Chief authority of Governors . 2. Governors shall control Political interference in the administration of government . Any direction or order of Political governance shall be through the Governor to this Governing Council. 3. Private and Government Auditors shall confine to their oath in qualifying their audit report confirming the fair conduct of business both quantitative and value analysis. Their Report shall contain a specific say particularly on the true and fair transactions as per the Books of Accounts & audit norms. 4. Government Organizations ; Political Organizations ; Trust & other Service oriented N. G. Os. shall be subjected to compulsory Statutory and Comprehensive Audit . 5. Policing having centralized and independent code like Indian Military shall be intelligence and vigilance oriented with absolutely empowered system of enforcement of I. P. C. and Safety of Citizen & National Wealth . 6. Taxation authorities & staff shall be subjected to disciplinary and criminal punishments orders within a period of 30 days. 7. Individuals , business houses , Transporters , Agencies & Contractors if found indulged in Corruption / mis-use / mis-conduct shall be subjected to criminal punishment orders within a period of 30 days . 8. Wealth Tax at-least on Land and landed properties shall be implemented to do justice to the Citizen & cornering Corruption. 9. Currency of Rs.100/- above shall be once for all permanently curbed/arrested ; bringing in the Banker's Cheques system & postal order system for charges free supply to any number valuing Rs.500/- and above of any value STRICTLY THROUGH INDENT FROM THEIR ACCOUNT ONLY . 10. All Criminal , Robbery , Financial etc., cases shall be without anticipatory bail ; without any other bail at any time including in the cases of taking shelter of upper Courts ; and such cases shall be concluded with 12 months to a maximum of 3 years imposing the heavy punishments and lengthy imprisonment . 11. Pleaders / Lawyers / Advocates / Counsels and police shall co-ordinate themselves in fastening the completion of cases. 12. Courts shall not award more than 2 adjournments to each side and have to mostly confine to the documentary proofs and affidavits in such cases to fast deliver the verdicts. Courts shall adopt the system of punishment orders on those falsifying the cases or on false cases tabled. more
