Is GST levied on export of Services

If one is an NRI and takes consultation services from an Indian lawyer/consultant from India, is GST levied on these services or does it come under export of services? more  

If service payments are made/recd as Foreign currency/Inward remittance then GST is not leviable as a proof of service rendered to an outsider but if payment made in local currency then GST is applicable as there is no proof of having rendered service outside the country !! more  
There is an uncertainty in the GST being levied by Builders. Flats purchased before the GST paid for Service Tax @ 4.5 % while other Taxes n Duties on Raw Materials as applicable were inclusive. GST includes all Taxes n Duties but the Benefit if taken by the builder and not being passed on to the Buyer - Results in increased Cost by 7.5 %. Awaiting information of corrective action to be given to the builder. If this is not the Right place to seek clarification, Please advice how to Raise this question to seek support for many New Flat owners. more

Even when, GST was non-existent and when Service Tax Regime was there,Export of Services, involving receipts against Invoices, were in Foreign Exchange, Service Tax was not leviable and was not being levied. Accordingly GST is also not Levialble, in the case of Export of Services more  
Very true Ramesh Garu: As long as payment is received in the bank in foreign currency, that shall be true. However, if an NRI opts to pay from Indian bank accounts, even though NRI status, GST would be leviable. more
