1. India as a country has historically lacked in innovation
2. There is very limited focus on innovation in universities and corporates
3. Young startups focused on innovation and research do not get funded
4. India’s own technology is outdated in most sectors
5. India hasn’t been able to innovate futuristic technology yet
6. India is completely dependent on other countries for defence equipment
7. Research and development facilities are not at par with the international standards
8. Taxes are to be paid on expenses made for research
9. Most of the Indian PhDs are not about innovation but collection of data
10. Some projects like Tejas have been stuck forever
11. Most of our Government R&D projects go over budget
12. The results of many R&D projects is not as per the expectations
13. Many scams takes place in the name of R&D
14. Many R&D projects never reach the stage where they attain a commercial advantage
15. Funds are not granted easily for an R&D project
16. There is a lack of public research labs
17. Research Guides do not follow proper processes
18. There have been cases of guides asking for bribes
19. The research fund providing institutions like DST, CSIR, DBT, UGC, AICTE are mismanaged
20. Funds provided to the scientists in Government labs are miniscule
21. Govt. is hesitant for partnerships with private players in developing technology which are established in the area
22. Lack of R&D culture in universities
23. It is tough to get patents and copyrights registered. more

Reference my project manothermosonification of honey applied to dsir tepp programme I am a nri from usa and I would like to tell you my problem of starting a industry in india . we have collaboration with European company for manufacture of honey and export from india .joint venture and tie up for buy back , entire marketing it will earn crores of foreign exchange nand give employment to farmers and tribals in forests . it will enhance bee growing and pollination and increase oxygen in environment due to ozone depletion . About honey industry :there are few 10 industries exporting to small countries small batches as heat processing is costly and needs big investment . their honey I s banned to Europe and usa the largest consumers as honey crysttallises on storage by heating process having marketing problem due to appearence and change of colour taste smell and also fungus forming as good sterilization is not effected as honey is spoilt on heating above 80degc . all its ingredients amino acids enzymes for digestion for health and sugars for energy release with enzymes . 40,000 tons is produced in india and is wasted due to fermentation if not processed in time as quality is reduced with time on storage without processing .most of the industries consumption is around ten thousand tons max /year each ton costs 130000 in forests enhancing market as demand exists due to death of bee population due to pesticides use on crops abroad which alarmingly taken all precaution on banning pesticides and antibiotics on crops . I have applied for manothermosonification of honey to dbt programme they taken 7months time saying using sonification will increase high temp and heating instantly all honey will deteriorate . They never asked me to comply their doubts but directly rejected my application .the process by manothermosonification is a non heating technology in Europe at 33degc with sstanks connected to chillers to maintain temperature at 33degc and amplitude is reduced and modification of hood and transducer to give maximum surface area for honey to be in contact will reduce temperature . And increasing pressure will do the process safety . The scientsists think they know everything but do not know anything as scientists in india are basically doing some research basically and they do not know what they are doing until if results come . I applied to dsir tepp programme seeing their website and they told me to wait until as the programme was undertaking restructuring . I waited nearly 1 year and they told me they should get finance from govt to start the programme it takes another one year and when I gave the application with entire bundle of 200 pages to clear the doubts and met them at delhi they said they will look into the file meanwhile it taken 3 months for their meetings and they said they could not trace the file after repeated emails to them and they forwarding to some others to trace my file . I taken another copy and sent them after another 3 months they told me there is no necessity of so many pages as scientists understand if only the papers were put concisely short .i made another application and sent them . they told me that some other scientist head previously in dsir was blamed by other scientists that funds were given by him to south india and he is now retired and he told them that he never sanctioned even one project . and the delay due to restructuring of scientists . they made so many meetings at tepp centers spent much money for their salaries maintenance and they selected some other applications irrevelent to export orientation saying that they cannot entertain budget of 30 lakhs as promised by dsir for proof of concept where I had to purchase machinery all imported from germany as there is no manufacture of industrial sonotrodes and as the machiney cost 30lakhs totally and I applied as per norms . so again I had to change the entire application to rent the equipment at germany manufacturer pay them for running trials as per protocol which came down to 6 lakhs for analysis tests as proof . they told me it is very strict now as previously applicants used to apply to dbt and dsir and other csir and easily get funds from them for the same project meanwhile they were selecting programmes already funded by others . Meanwhile I am waiting for 1year again and they forwarded some other applications of some entrepreuners for a crane modicfication and some farmers proof of concept where already funds were sanctioned by govt without knowledge for 30 lakhs funds for them and sanctioned the applications themselves by dsir where then my application was pending . those applicants brought margin 10% of money to deposit in bank for funds when they said to wait until September . There should be one application format to apply for dbt dsir csir dst etc as each has got its own questions to answer and it takes so much time to fulfill them and at last they reject with unknown reasons without communicating . example if you will see their website condition how backward image of scince put forth could be understood in dsir site So I think the Indian scientist has to be first put on track as with scientists abroad as they become laughing stock where science is necessary backbone for development and as mr modi travels abroad to develop technology in india by importing them ,technology changes day by day and it should be competent , scientists of india are appointed abroad and respected as they are also paid well there but only Indian scientists should think fre e of political financial constraints if science have to be developed. There should be online interaction in preparation of reports with login for query and answer . All export oriented units and collaboration should be sanctioned without any rules regulations . All schemes should be brought as one scheme to apply and not different govt s dept monitoring different schemes as one has to go a long way for funding All projects should be incubated at incubation centres and funds released directly to the incubation centres to carry our work and not selection of projects by scientists . latest developments for each technology applied should be searched for patents in internet to avoid duplication . as such projects selected till now by the govt depts. Are no use to industry or common man if you see the stastics of turn over achieved of those people sanctioned funds ,no one ever tried to establish industry till now other than taking basic funds , all setting industry with new competitive technology should be given private equity after sanction of incubation or people return the funding of incubation which will not allow simply funding .
