Improving State Functioning – Solutions

1. State Governments should have defined time bound objectives and public reporting against those objectives
2. All funds allotted by the Centre should have accountable and time bound reporting
3. State Government employees should be made to realize that they are here to serve the public and not harass them through ongoing training
4. The KRAs of the employees should be clearly defined
5. Officials caught taking bribes should be suspended immediately
6. Agents should be eradicated from all Government offices by enabling anonymous reporting from all grades of Government Employees
7. A vigilance team should be set up to make sure that the MSMEs are not harassed by the inspectors
8. Corruption at Government Offices (Revenue, Land, RTO, Municipal Corporations) must be curtailed through systems, processes and controls.
9. Websites of all the State Departments should be updated with the latest information
10. A proper email/phone response channel should be set up for all state departments
11. States must be made to adopt latest IT and e-Governance systems
12. The functioning of all the departments of the state is to be completely monitored online
13. Dependency on the bureaucracy should be reduced by privatising the common activities, such as EB bill payment, phone bill payment, property tax payment, water payment, etc.
14. The Public Distribution System should be completely scrapped and redesigned
15. Autonomy of police needs to be established so enforcement actions are independent of political objectives
16. Business laws created by the state should be in sync with policies/laws made by the centre
17. Trade Union laws should be amended to bring a fair balance
18. The process of filing the FIR should be made easier
19. State should create special task force to control the increasing crime rate
20. The judicial decision making process should be fastened
21. Policies should be framed after consultation with political parties, citizens and subject experts more

Dear sir, The police personnel is the place where to make discretion of the section no of the any crime but it political pressure is on then inaction of the officials lead to the person who involved in crime is in lethargically and becoming still more bold to make atrocities etc. Hence i request you to frame appropriate guidelines and the same should be broadcasted to the commons in their mother tounge would enable to avoid the arbitration in those area and seek immediate punishment those who give a room for wrong doing either police/common. more  
First and the foremost, every person need to realize there responsibilities towards nation including government system. In government system, the thing which is lagging is "commitment or spirit to perform best". IT is definitely a boon to control the system effectively, the only thing is required optimization of system or we can say need to eradicate the loopholes in the control system . more  
First of all government employees should be come under the timelimit boundaries.Thus the work will be efficient otherwise we are facing the lack of delayed work.delay is the one word which destroy all thing,so (Do It Now) Logo should be placed in each and every government offices... more
