Improving State Functioning - Inputs on Solutions

Based on your inputs, below are the key Root Causes for the various issues related to Functioning of States in India.

Please review them and help identify solutions to these Root Causes by replying to this post. Once we
have done that we will put together a whitepaper on this subject and send it to the PMO and request it be sent to various States of India.

Improving the State functioning – Root Causes

1. Police try not to register FIRs so that their workload doesn’t increase
2. Law and order situation is not under control
3. A lot of authority is vested in the state Government officers
4. Corruption has become the norm. Government officers think it is their right to take bribes
5. The entire pyramid is corrupt and a share of the bribes is passed on to everyone
6. No defined KRAs for Government officers
7. Tasks which have need for the Centre and State to work hand in hand never go on smoothly due to lack of Effective Coordination Mechanism
8. Grievance redressal mechanism is next to non-existent
9. Websites of a lot of departments are either non-existent or out dated
10. Most of the State Government departments lack the vision and direction and have no assistance from Centre
11. Expertise to execute the plans is missing
12. MPs and MLAs want a say in everything that happen in their area
13. MPs and MLAs interfere in state functioning many times for personal gains/corrupt collusion.
14. Trade union laws are heavily in favour of the labour unions
15. State Government employees are not well equipped to using IT systems
16. Each decision needs to be passed by different department which leads to delay in implementation
17. Very little Innovation at State Government level
18. State Taxation system is very complicated
19. No motivation for the state employees to go above and beyond their assigned duties
20. Performance and Productivity linkage to Employee Remuneration is absent
21. There is no rational, transparent and effective transfer policies
22. Trade Unions'(particularly with political affiliations) interference in spite of security and good working conditions
23. Human intervention in handling and processing the Citizen Services with little or no use of IT
24. There are no effective systems available for ensuring the availability and accountability of the State Government Employee
25. State laws have often been seen as a transgression of central laws
26. Too much autonomy at the State Level to make decisions related to Labor, Police and several other departments with little understanding of Best Practices leads to Corruption, Law & Order and Execution failure.
27. Non-uniform land laws across the states have resulted in massive corruption in land related departments of states like Urban Development - Town and Country Planning
28. Divergent political views between the Centre and the States have been the biggest stumbling block on the way of development of states
29. There is no comprehensive and time-bound plan to bring debt-ridden states out of their economic mess more

Markandey Katju: Gandhi a British agent TNN | Mar 10, 2015, 06.20 PM IST NEW DELHI: Known for his penchant for stirring controversies, former chairman of Press Club of India, Justice Markandey Katju has called Mahatma Gandhi 'a British agent who did great harm to India'.His blog, posted on his Facebook page was shared by more than 1,300 people by the time this report was being filed.This is what Justice Katju wrote in his blog titled - 'Gandhi—A British Agent'. If we read Gandhi's public speeches and writings ( e.g. in his newspapers 'Young India', ' Harijan ', etc ) we find that ever since Gandhi came to India from South Africa in 1915 or so till his death in 1948, in almost every speech or article he would emphasize Hindu religious ideas e.g. Ramrajya, Go Raksha ( cow protection ), brahmacharya ( celibacy ), varnashram dharma ( caste system ), etc ( see Collected Works of Mahatma Gandhi ). Thus Gandhi wrote in ' Young India ' on 10.6.1921 " I am a Sanatani Hindu. I believe in the varnashram dharma. I believe in protection of the cow ". In his public meetings the Hindu bhajan ' Raghupati Raghav Raja Ram ' would be loudly sung. Now Indians are a religious people, and they were even more religious in the first half of the 20th century. A sadhu or swamiji may preach such ideas to his followers in his ashram, but when they are preached day in and day out by a political leader, what effect will these speeches and writings have on an orthodox Muslim mind ? It would surely drive him towards a Muslim organization like the Muslim League, and so it did. Was this not serving the British policy of divide and rule ? By constantly injecting religion into politics for several decades, was Gandhi not objectively acting as a British agent ? 2. In India a revolutionary movement against British rule had started in the early 20th century under the Anushilan Samiti, Jugantar, and revolutionaries like Surya Sen, Ramprasad Bismil ( who wrote the song ' Sarfaroshi ki tamanna ab hamare dil mein hai ), Chandrashekhar Azad, Ashfaqulla, Bhagat Singh, Rajguru, etc ( who were all hanged by the British ). Gandhi successfully diverted the freedom struggle from this revolutionary direction to a harmless nonsensical channel called Satyagrah. This also served British interests. 3. Gandhi's economic ideas were thoroughly reactionary. He advocated self sufficient village communities, though everybody knows that these communities were totally casteist and in the grip of landlords and money lenders..Gandhi was against industrialization, and preached handspinning by charkha and other such reactionary nonsense. Similarly, his ' trusteeship ' theory was all nonsense, and an act of deceiving the people Justice Markandey Katju is the former Chairman, Press Council of India. Prior to his appointment as Chairman, Press Council of India, he served as a Judge at the Supreme Court of India.[2] Before being elevated as a judge to Supreme Court, he had earlier served as the Chief Justice of Delhi High Court, Madras High Court and as acting Chief Justice of Allahabad High Court. Markandey Katju was born on 20 September 1946 in Lucknow, India, in a Kashmiri Pandit family. His father was S. N. Katju, formerly a Judge of the Allahabad High Court.[4] His grandfather Dr. Kailash Nath Katju, was one of India's leading lawyers and participated in the country's freedom movement. Dr. K. N. Katju was the Chief Minister of Madhya Pradesh, the Governor ofWest Bengal and Odisha, as well as the Union Law, Home and Defence Minister.[5] Katju's uncle was B.N. Katju, the Chief Justice of the Allahabad High Court.[6] The academic Tilottama Mukherji Tharoor, first wife of Shashi Tharoor, is a cousin to Katju. Her mother was the sister of Katju's father. From the bad remarks of Katju and if one look the profile of him given above can easily reached in to conclusion that he himself, his father and grandfather and his family members were greatly benefited by Gandhijee to whom he called agent of Britishers or prepared to remain in British Raj.One thing he is forgetting unless Gandhi Jee could be there how his community people like Nehru,Indira and Rajiv became Prime Minister of India.In his statement it is said there was irreparable loss to the country due to Gandhijee even Gandhijee introduced caste system and working as agent of English people and in all the meetings Gandhijee rhyme/sing Ramdhun and giving importance to Hindus and promote small & cottage industries and khadi.My appeal to people of the country including Prime Minister Narendra Bhai to go through the remarks and statement of Katju,Let me tell the world after going through the profile of Katuju it seems his family members were greatly benefited by Britishers and wanted to remain in Brtitsh Raj as they were Kashmir Brahmins and always want the lower caste people remain their slave. Today It is found only higher class people are being appointed as Judges and that is why higher and rich class people are getting justice and matter of great regret after 68 years of Independence 98 percent of people do not know about High Courts and Supreme Court forget about justice where the Constitutional maker Dr.B.R.Ambedkar belongs to lower caste. We in the country know how the judges are passing the judgement. After retirement Katju got a prize post Chairman, Press Council of India as because he is Kashmir Brahmin and what more he want by passing such nasty and derogative comment on father of the Nation Gandhijee?Prime Minister Narendra Bhai before and after election announced in India and abroad including USA that country is preparing to celebrate 150 th years of Gandhijee,at that time Katju passing such nasty comment.I fail to understand why our law makers/legislatures(MPs & MLAs) silent about it,except one MP of Rajya Sabha raised the issue but Dy.Chairman could not allow to discuss/debate.As Katju is of PARANOD MENATLITY AND WHY THEY ARE HAVING SUCH NASTY MINDSET? HE MUST BE IN JAIL OR REMOVED FROM NDIA.BUT WHY OUR LEGISLATURE/LAW MAKERS FOR WHOM (GANDHI JEE) THEY ARE IN POWER,REMAIN SILENT WITH OUT INITIATING ANY ACTION.WHEN ALL THE RELIGEOUS LEADERS BE IT HINDU,CHRISTIAN,BUDHIST,MUSLIM,JAINS,PARSI,SIKHS AND PEOPLE OF THE WOLRD TREATING GANDHI JEE AS SUPER HUMAN BEING EVEN USA PRESIDENT OBAMA EVERY WHERE TAKEN THE NAME OF GANDHI JEE. more
