Thanks for conclusion of government filing system. In addition, there should be track of register with the following details: 1. Year-wise, month-wise list of files with Number, subject, opening date & closing date, location to keep etc. 2. Month-wise regular running files with date, where to send, reminder after 2 days, if not returned. 3. Moth-wise receiving files with number, status and purpose of returning the file for put in the place, place to keep etc. 4. Submission of all filing list to higher authority with the status of pending for action. more  
MOST OF THE SUGGESTIONS ARE VALID. BUT I SUGGEST THAT THE FILES SHOULD BE AUDITED ALSO TO DETERMINE THAT IT HAS BEEN DEALT PROPERLY, IN TIME BOUND MANNER, NO FRIVOLOUS ISSUES RAISED, NO FRIVOLOUS REQUIREMENT SUGGESTED, NO HARASSING ACTION TAKEN. AT LEAST 20 % OF THE FILES AUDITED AND ACTION TAKEN. more  
Many officers are very rude, for nothing. They should take a Civility 101 course. more  
Some part of gov. Official salary should be performance based and this "time taken in file processing should be one of the performance measures. more  
How did the Brits do it? Why is this a post-independence problem? Cant the govt define SOP along with authority levels? Defining time limits should not become a game of passing the parcel. more
