Improving District Administration - Inputs on Solutions

Dear Friends:

Below are the Root Causes as listed by you for the current state of District Administration in India.

Please review them and give specific solutions that must be implemented to improve District Administration.

It is critical that a new, transparent model for this is implemented to improve things on ground in India and drive success of many Central Govt programs.

State of District Administration- Root Causes

1. The district departments have limited computerization
2. There is a nexus between all employees for asking bribes
3. District department employees have a lot of authority vested in them
4. Many employees help agents so that they could get indirect bribes
5. The employees have high level of job security
6. District departments have no sense of citizen/customer service
7. District administration employees are not trained in customer service/communication skills
8. Cleanliness of surroundings is not a priority for them
9. The number of people visiting these departments is quite high
10. District courts keep allow dates to be pushed forward on petty grounds
11. District courts have too many holidays
12. There is not enough staff in the courts
13. District administration employees think that they do not get enough money to work hard
14. The general perception is that one should find a job in the district administration to live life peacefully and make money in bribes
15. There are no defined timelines for completion of work
16. The sub-registrar’s office mostly does not have correct information about land records
17. The annual appraisals of the employees are not performance based more

we shld make available all imp phone nos., email id's of imp govt.depts , newspapers,news channels so that we can write them when such misuse takes place. more  
To, the Municipal Commissioner, shri Ajoy Mehta. dear sir, i have registered one complaint on may 19,2015 via bmc helpline 1916 about an illegal marble laden staircase being built on a JAIN TEMPLE PERIPHERY on m.g. road,opp.parle tilak vidyalay,vile parle[east],mumbai -57....wide my complaint no.0721926007.I even called & whatsapp asst comm.smt B.Kapse [K/E ward] but surprisngly no response from her at all! I have been calling up the at regular intervals of few days to know the progress but no one gives me any concrete reply of any action being taken. The work of the staircase is on full fledge. Later i gave a written complaint to building proposal dept.[bandra west] on june 15,2015 but same bad luck again!! I feel either money has played a major part in stalling my efforts to report illegality or may be there are different set opf rules for jain temples...[ mind u i m a jain too & a member of the same temple]. Now i surely feel that if educated ppl like me are let down inspite of so much attempt to help swacch Bharat thru rooting out corruption, there is no point to believe that Indian can change for better...:( regards, dharmesh jhaveri. more  
district administration need accountability and corrupted people should be panished more  
1. District level officers in initial training be taught on services management, sales, quality assurance, communication and etiquette with general public. 2. After 5 years they should be rotated on jobs of other sides of table i.e. sales, services, teaching. 3. Some minimum availability of theirs in the office be ensured. 4. They should be available invariably in their visitors hours unless in emergency on the day. During this time their mobiles be blocked from outsides calls. No file disposal work should be taken by them during these hours. 5. The fund availability for different projects and utilized till then should be on a board. 6. They should not be deputed on any industrial jobs, which should be left for professionals. 7. They should have a weekly meeting with press to apprise the progress and future plans with schedules. 8. Their offices should be computerized. 9. Work rotation among the staff to be made mandatory. 10. CCTV be installed in rooms of district offices. more  
Unless you start punishing the guilty and bring accountability in administration,ther can not be any improvement in the adm at the district/Tehseel levels. more
