Improving Disaster Management - Additional Solutions

Below are the key solutions as proposed by you to improve Disaster Management in India.

Kindly also suggest additional inputs to better manage/avoid disasters related to terrorism, stampedes, train accidents, building/bridge/construction collapsing
and other forms of disasters that are common in India.

We will soon compile the whitepaper and submit to senior leaders in the Home Ministry and other associated departments.

Disaster Management – Solutions

1. Government should invest in acquiring technology and resources for forecasting natural disasters
2. Early warning systems should be installed
3. There should be dedicated lane for Ambulance near all major Hospitals
4. Proper trainings should be given to people living in areas which are prone to natural disaster
5. The communication mechanism during the time of a natural disaster should be made stronger
6. The inter-department coordination at the time of a natural disaster should be worked upon
7. State-Centre coordination should be strengthened
8. Knowledge sharing sessions among teams across states to constantly learn and update
9. A Quick Action Force should be created which could be mobile in quick time in case of a natural disaster
10. The police force should be strengthened and trained in disaster management, and given refresher course quarterly
11. Disaster management fund to be created and plans to be made according to budget
12. Disaster prone areas should be marked and tagged
13. Citizens should be educated about coming forward and helping during a disaster situation
14. Awareness should be created about disaster management with the help of the media
15. A detailed study should be done about causes and possible remedies of disasters in different parts of country
16. There should always be regular exercises in schools, colleges, offices, hostels etc. to prepare them for the time of disaster
17. NGOs and corporates should be roped to join in
18. We should learn from disaster handling of other countries like Philippine or Japan, and upgrade our resources
19. There should be strict punishment for conspiracy between builders and Government officials
20. Emergency vehicles size should be improved so that their services becomes faster and is able to reach congested places quickly more

Let us find out 'Best Practices' within India and Internationally and compare it with our own systems in different parts of India. This will give clues to adoption of better practices and learning from those who have developed the 'Best Practices'. more  
Disaster Management shall also tackle issues related to Ani sea erosion works too. In every year, quite long stretches of coastal area are getting effected badly due to the sea attack. As there is an emotional attachment of the poor fishermen with sea, they can not be kept away to such safer distance from sea. As a result, quite number of huts of poor fishermen and Kilometers of coastal land are swallowed by sea, creating a vacuum in the life of them. In the present definitions approved by Central Govt. Sea Erosion is not seen included. As a result, reliefs declared under 'Disaster Management' can not be applied to such needy areas. This may be corrected. Solutions 1. Of course, keeping a safer line is always a remedy. 2.But, in coastal areas, such an imaginary line can not be kept permanent, since in heavy sea attack, huge extend of land is being washed off by sea and so , then,a new line may have to be created. By then a large number of huts might have been constructed by the fishermen , close the earlier safer line. 3. So, in addition to the above safer line , a permanent remedy seems to be CONSTRUCTION OF Anti EROSION STRUCTURES, for which both 'SOFT' AND 'HARD ' SOLUTIONS CAN BE RESORTED, depending on the intensity of sea waves in that area. 4.Include sea erosion also a part in the 'Disaster Management' more  
Solution: 1. Involve identified College Students and senior students of schools in the training exercise of Disaster Management. 2. Young social persons of RWA, local bodies should be involved and trained in the exercise of Disaster Management, because locality awareness,routes,listed senior persons , who will need timely help during a disaster should be known . 3. The contact numbers, E mails, Mobile phones of above mentioned should be readily available with the Disaster Management Authorities, for immediate semi- trained man-power support. more  
Key area: Natural disaster is difficult to manage. The management that can work: Prevention is better than cure. We need to understand that priorities set by us for our taste of mouth /taste of life has put the life of all zoological & botanical lives on dangerous platform. 1. Ground water is decreasing due to excess use/ wastage, natural recycling is not happening due to our faulty habitat science resulting to weakening of earth and climate change and an alarm for earthquakes. 2. Recycling of water flushes out toxins from the environment and provides fresh mineral water from mountains to sea, which we have made sewer lines with our faulty habitat science. 3. Air contains oxygen for all zoological lives & carbon dioxide for all botanical lives to survive and recycling through thermal expansions & contractions, which also we have made full of toxins with our faulty habitat science. 4. Sound is the most important feature in our life. All the zoological lives are sensitive and have 'sense of fear' from each other and they sense the presence with sound only. It is observed that many zoological lives are vanished in past 50 years. All our sense organs are connected to the vibration of our body. High level sound breaks this connectivity and gives birth to many such disease that has no treatment, especially during pregnancy, birth abnormalities & disorders are major concerns. Solution: This is the time of reforming the rules and government has to take some hard steps to control of usage water, treatment of water for recycling by nature, soap & chemical water treatment separately, ban of import of any kind of garbage, restriction on small packaging, as it generates more garbage, plastics of any kind. Bursting of crackers at all occasion, should be treated as criminal offence, as it not only creates hi-sound, pollutes air with hi-toxins. more  
Disaster management in bigger cities are in a very disaster position. Nobody is aware to whom to be approached in case of an emergent situation. A team should be prepared in every sector and their availability is widely published especially in public conveyances. The team should be included Doctors, Nursing Staff, Police, Advocates, Prominent citizens and trained Social workers. Colleges and bigger institutions should come forward to assist the Government and they should shoulder the responsibility as nodal point. Communication and media agencies should play a positive role instead of resorting sensitive news. A properly instituted and well guided and trained team will be very helpful to deal with the crises. If we pay adequate attention in peace time, emergency situation can be handled easily without much human loss and material damage. more
