Harassment by state PVD

Recently experienced two issues which need attention of the authorities as per new PV rules....not talking about fines.

1. Excessive emission blacklist by PVD while the vehicle is moving through cameras without physical testing in spite of a valid PUC certificate (who cares?). Are they using Thermal Imaging cameras when states are running on heavy loans?

2. While trying to register a car transferred from the other state, the inspection officer at PVD, RTO says that all scratches need to be removed before a new registration is awarded. A three years old car will definitely have scratches only due to difficulty in parking, leave aside other issues except any accident. There was no accident as it is our own vehicle. Do you see any national guidelines on the vahan app?

Incidentally the original vahan has been changed with state hegemony as usual. more

Engaging a tout at any RTO, is said to be the easiest way to get the work done with out hassle. more  
In India those who make rules for driving are seldom those who drive and almost never people who have driven in western countries. As a result we get such hotch-potch rules and real problems are missed out. more  
I think these are all self made rules, suggest you to take following action:- 1. Tweet this to transport minister as suggested by Mr. Ramesh Viswanath. 2. Raise the issue in social media. 3. Write to the Magistrate giving him the details. more  
I too had very tough experiences with the RTO recently for 1) Certificate of Fitness, and 2) Driving license renewal. In both cases I had to make multiple visits to the PVD Salt Lake Kolkata. Whenever in difficulty, I chose to meet the ARTO. Very fortunately, he tried to help as much as he could. I am obliged to him for this decent gesture. Except multiple visits to the PVD and each visit lasting several hours, which are challenging for senior citizen, my concerns were satisfactorily resolved. Thanks again to the ARTO Salt Lake. more  
Only way to avoid harassment we the people to pressurize the central transport minister to think of /consider what SRI CHANDAN Saha has suggested. more
