Governments and NGT have failed

Dear Members & Senior Citizens,

The Transport Department, Government of NCT of Delhi very conveniently took the shelter by issuing Guidelines for Scrapping of Motor Vehicles in Delhi, 2018 just to comply with IRRATIONAL & UNJUSTIFIED NGT Regulation concerning 10 years old diesel and 15 years old petrol vehicles through clause 2(iv) “ELV” means End of Life Vehicles and further denying plying of Petrol/CNG vehicles more than 15 years old under clause 12(ii). Unfortunately, Government of India preferred to keep quite on the matter instead of taking a rational & justified approach.

The rule that was prevailing earlier, was well justified but its compliance was missing owing to corruption and inefficient administration of Transport Authorities.

The governments and NGT have failed to realise the impact of this irrational regulation on the Senior Citizens who invested their hard-earned money to buy the personal vehicles and maintained them well. They also did not realise that it will be hard for Senior Citizens at an age of 60 years and above to buy another vehicle. This rule in simple words is equivalent to asking Senior Citizens to die as they do not deserve to live further.

I wish that sensibility may prevail now with no delay and appropriate compliance is ensured by allowing technically fit and safe vehicles. Certification of vehicles could be considered by authorised service centres of respective manufacturers.

My experience in the name of compliance with new rule is shameful. I was obstructed by police official on Vasant Kunj Road while going from Chhatarpur towards Airport side with my guests and wife. Police official started harassing me and I told him that I am available with my car (Honda City VTEC) for further action till my death. He, thereafter, did not talk to me and asked my guests and wife to pay an amount of Rs.5000 to go free and unfortunately, my wife and guests did not want me to die but now I am not allowed by my wife to drive my car and I am unable to meet my requirements at the age of 68 years with my self-sustainable life. I had approached for extension of RC for my technically fit car and the concerned Assistant Commissioner told me that I should have got my car transferred out of Delhi and I told him that I have only one home in my country and there is no other address is available with me. His answer was that is my problem more

This is a farce and harassment tactics only for by Delhi Government, as what must be regulated is pollution check and so far any vehicle meets the given pollution standards and carry Pollution check certificate, then it must be allowed to ply, but we have civil servants not to help public but harass public and extract money as confirmed by you too Lets protest such acts and make government rules with logic and enforce actual things instead of harassing public at large more  
Basically, the pollution being linked to vehicles is only partly justified. Private vehicle owners, be they commercial or private, are the soft target and they can be punished, no one will do anything. Because they are not organised. They are not united. Hence they can be punished. Hence This is done, to comply with NGT. If they have to go with the people, they have to do a lot of work, do studies, etc and then they have to fight with NGT, hence this is the easy way. It has been documented that the pollution problem in NCR or north India is only partly dueu to the vehicles and majorly due to other causes. But if you wanted to attack the farmers, they are united, they revolted and refused to obey any order to stop the practice of crop stubble burning. BUT are the vehicle owners in NCR revolting? When the visibly polluting vehicles are plying on the roads, why they are not stopped? Checking pollution on the road is impractical i agree, but what is visible , why can it not be stopped? You know the answer. The vehicle problem is two parts, and some people may not like me for this. One is diesel vehicles, which pollute more, and then there are petrol vehicles. which pollute less. Take the case of BS-IV and BS-VI. the emission limits in both are same. now take my car, which at the pollution check, is showing less than 1/6th of the specified limit, as per BS-IV, which means BS-VI also. Why should i junk it? If it is polluting I should, but when the emissions are so less than even the permitted limits, why junk it? You have to understand that these MPFI private petrol cars pollute next to nothing. it is the commercial vehicles and diesel vehicles, which are over used, and least maintained, that pollute maximum, but if you touch them, they will go on a strike, and they will stop all supplies from tomorrow. where is the justice? non polluting vehicle owners being punished? and the real polluters go scot free? Someone should take these matters to Supreme court. more  
THESE CONTROLLING REGULATORS INSTEAD OF CONTROLLING THE COMMERCIALS ARE BEING CONTROLLED BY THESE COMMERCIALS AND GOVT/OPP PARTIES HAVE CLOSED THEIR EYES. A CAR OWNED BY A GOVT OFFICIAL RUNS ONLY 70-80 THOUSAND KM IN 15 YEARS BUT IS PUT TO SCRAP. MY CAR HAS DONE ONLY 35000 IN 15 YEARS BUT FORCED TO SELL AS SCRAP. NGT HAS JOINED HANDS WITH MOTOR COMPANIES. more
