Government Tendering/Procurement - Key Issues

Dear Friends:

Today, we would like to seek your inputs on the additional issues with the current Government Tendering and Procurement system. This is key to good governance and development becoming a reality both at Center and in States.

Once we have comprehensive understanding of issues, we will separately discuss Root Causes and Solutions to put together a comprehensive whitepaper for the PMO and Ministries/State Government so Government Tendering/Procurement can be improved in India.

We also appreciate all your participation so far. A lot of our whitepaper recommendations are now trickling down the Government System. Almost half of the whitepapers have already seen some action and we expect to see actions on many others in the next 6 months.

Government tenders are to be published in news papers and give as a advertisement in TV channels like Doordarshan. If not for every sector their will be set of people who involves in doing the job. E.g., if they are road contractor then he/she would have registered themselves to do this work in a government department. If this is the current practice then we can sent the tender advertisement to all their Mail-IDs so that outsiders will not get chance of telling that their is political influence in tenders. Moreover the time and date of sending the mail-Ids should be properly checked so as to ensure that the mails are dropped a weeks earlier from the closing date of the tender. more

I agree with Ms Baskaran. More openness, more scrutiny and more quality control. The bribes taken to allot the project make it impossible to provide the specs noted in the quotation. There should also be fines for delays and non compliance with specs, and the inspection should not be done by the same ministry/department. more
