Effective Aug 1, an airline will have to pay 10000 to a flyer in case of cancelling/delaying flight beyond 2 hrs. And if they boot you off they pay 20,000.

Some one must read the text of the order/notification and provide the interpretation ( preferably a law expert) as ther are likely to be some riders under which the airlines may be exempted from this penalty, like weather conditions, technical fault in aircraft etc . more

You have to read between the lines as to what exactly the government order says and that is not being challanged by the airlines. more
