Seems like your ask of permitting books to be sold has been accepted by Govt in this attached.

The question I have is - is there any store in India that sells electric fans only? I havent seen one in a long time. Does that mean these stores will sell coolers acs and other appliances?

Then on text books, book stores sell all kinds if books not just education books, even stationery.

What happens to that?

Also will amazon take book orders now?

Electrical shops all over the country are selling fans, air coolers(during summer), ACS etc. You have not clarified as to why you need a shop exclusively dealing in fans only. If text books and stationery items are classified as assential items then e-commerce companies are allowed from 20.04.20 to accept orders and supply such essentials. more

Depends on the area where you are residing. Nearly all localities in Delhi and NCR have electronic shops selling ceiling fans. Either you can buy from them when these open. more  
No not necessary, within couple of days the remaining shops will open.. if you are in delhi you can purchase in couple of days.. more
