Flyovers in cities. Do they serve the purpose or are there other means of helping the citizen?

It is seen that in these times there is much talk about number of flyovers in cities and claims that it reduces traffic congestion. It is necessary to see if this is really the case, before wasting national resources on such works. The way most of the flyovers are constructed it will be seen that they occupy the center portion of a road thus reducing that area for normal traffic leading to jams on the road below while the flyover is used only by a few. This happens as the span of the flyovers is very long and the space below is wasted either by encroachments or for haphazard parking creating more congestion on the original road. Again the flyovers are generally rest4ricted for heavy vehicle traffic which means the congestion on original road (having already lost 1/3 of its space to the pillars supporting the flyover) increases manifold. InClass B cities the problem is even more. First is that generally the main road of the city is used by all sort of vehicles and a long span of flyover means much time is taken in its construction putting the citizen at a disadvantage for 5 or even more years. Second is that if small span flyover covering the entire width of the smaller roads that cross the main road are constructed not only will the congestion be reduced, the cost of construction and the time for the same will be within much less time. So much thought must be given before wasting public money and use the national resources carefully. more  

Wherever flyover is to be made, pre-fab parts should be utilised and construction completed fast and in pre-determined time. It is technically possible. more  
Shifting the administrative offices to rural area is the right answer. Flyover should be planned ab-initio on road crossings and not planned after wards. This need to be introduced by a legislation by Gadkari ji. more  
I think the time has come for us to de-congest cities by decentralizing administration and shifting offices to smaller cities. This would obviate need of building flyovers and also spread the economy much more horizontally accros the corss section of social strata. more  
I think flyovers have become necessary with the kind of traffic we have in many places. more
