File processing in Govt offices – Inputs on Root Causes

Transformation of the existing inefficient file system is critical for good governance and development of India and our objective is to put together a whitepaper that can be submitted to the senior Government leadership for actions.

File processing in Government offices – Key Issues

1. A lot of paper work is put into files
2. Citizens or Businesses are called several times to complete paperwork
3. Most Government officers have a tendency to let files sit either because they want a bribe or they delay decision making
4. There is no owner of a citizen/business file once it is submitted to a Government office. Citizen/Business has to go chase it
5. File transfer takes a lot of time
6. Citizens/Businesses don’t hear from the department about their files for months
7. It is very hard to find files and peons/clerks want money from citizens/businesses to find their file
8. Files are put in the file room which has thousands of files with no easy identification
9. Files getting lost is a usual sight
10. Many times, files are damaged by rodents
11. The Government Officers struggle to find files in their own chamber/office
12. In most cases, electronic tracking of a file submitted to Government office is not available more

Root causes seem to be - Lack of motivation to serve people, to clear files faster and in an efficient fashion - Lack of empathy for citizens, especially pregnant women, senior citizens who come for seeking services - Lack of training in "customer service" for those in government offices more  
One thing cannot be under stood , in private sector file process is not at all a problem. then why it is for Government. Following steps may improve file process system 1. For any file process time frame shall be made. 2. Within that time it should processed and closed. 3. Concerned superintendent/manager shall be made accountable for this. 4. File identity shall be made easy. 5. Internal meeting shall be arranged and eliminate unnecessary process steps. 6. In offices public wing shall be separated from rest of office activities. 7. Offices shall use IT revolution. 8. As far as paper work shall be avoided more  
The reasons for 45 transfers of an I.A.S Officer in 22 years, and reasons for murders of some sincere Officers, are well known. It is not understood as to what more suggestions are required to the present Ruling Government, on this subject !!! more  
It is not a Herculean task for a person with a strong will and commitment to serve the public interest eg. RSS and BJP cadres must be deployed in front of all Govt. offices (not simply imitate whatever gimmicks the Left parties do to fool the public) to meet all members of the public who have to visit these offices for their official requirements and obtain Feedback on their problems. eg.Gas connection, BPL Ration Card , etc. The Chandy govt. just completed one huge gimmick , appearing to address the complaints of the public who were taken for granted by the highly corrupt State administration.Why should the CM be seen publicly accepting complaints from the public due to the laziness / ineptitude of his Govt. employees to address these grievances ? All misdemeanour and malgovernance must be brought to the attention of the Hon'ble Governor of Kerala. more
