"Raj civil rights DIG gets 2-year jail for torture"
A court on Monday sentenced deputy inspector general (civil rights) Satya Narayan Khinchi to two years' imprisonment for mercilessly beating up three men at a police station
16 years ago, when the IPS officer was posted as additional superintendent of police, Rajsamand.
Additional chief judicial magistrate of Rajsamand Bhanu Kumar convicted Khinchi, a resident of Ajmer district, and suspended the sentence for a month so that the officer can appeal in the district judge's court.
It took 16 years for awarding punishment. It will take another 16 years in District Judge's Court. How can any body get justice in such a situation? There is need for Change in the law and way cases are handled by Courts. Government may consider fixing time limits for delivery of order by Judges in various types of cases. more  

Sri Prabhakar Rao is very correct and confined to the requisite Security and Disciplinary method of proceedings to be lawful . I had suggested in the some Posts on " Bureaucrats , Inspector Raj , Corruption & Black Money , Central & State Governments " that the ills of Political interference can only be removed through detaching the Executive from the Legislature , and , formulating Governing Body under every Chief Secretary to look after the complaints against and Grievances of public to enforce fast and immediate fit actions . more  
Dear sir. Very good recommendation .I have some thoughts on this.For cases of terrorism,abetment of terrorist acts,enemy attacks in land water and air,uniformed services including police ,central govt and state government employees cases must be treated by a tribunal with summary powers. No Lawers,only prosecution with fool proof evidence can be punished .It saves time ,money and corrects the system . All economic of offences should have separare courts ,round the clock function, trial in camera,no media only Lawers must be allowed .Extra security to be provided .Full recording by video cameras untill judgement . In other cases civil and criminal cases courts may be short of people ,but old habits die hard, they drag it and elasticity of law is lost .To cut short some suggestions .No holidays to courts ,court should do two shift per day ,increase judges and staff ,instLlation of cctv cameras in all places of courts not only Court rooms but in records rooms and all court employees rooms ,appoint ment of special vigilance on this department of law.will go a long way more  
Not providing the requisite number of Courts ; Non induction of sufficient number of Judges in the Courts ; that was opted by the the Congress and their alliances had been only at selfish Political power Thirst and this was possible to them only because of opting the Caste based discrimination for bare minimum lively hood . The whole concept of Political Democracy for the betterment of the people set piously had been so diversified with this discriminating process of Casts , Religion , Sect , Community etc., etc., for which the Judiciary and the Justice was so set aside to achieve in continued backing of their Political Majority . In this process the whole set up of public administration in India was cornered to corruption which starved the Indian Citizen . This is why the option for a Military Marshal Rule to set . more
