District Administration - Addl Inputs

With everyone's participation, we have a set of recommendations listed below on how District Administration can be transformed.
It is critical that the Govt implements such a model in some districts of India as it will drive positive impact on the ground for citizens and campaigns like Make in India etc.

Transforming District Administration - Key Solutions
1. The district departments should go through a computerization exercise at the earliest
2. Computer skills training must be imparted to all officials and younger full time/contract staff must be recruited to augment the workforce
3. Skills and technology training must be imparted to District employees
4. Every citizen interfacing district office must have a website
5. CCTV cameras should be installed in all district administration offices to keep an eye on the day to day working
6. Agents and touts should be banned at district administration offices
7. Employees should be made accountable for their work
8. Employees should go through a detailed performance review every year
9. Performance should be the only basis for promotions and annual appraisals
10. Attendance as per rules should be ensured
11. Accepting bribes should be criminalized
12. Employees should undergo customer service trainings after regular intervals
13. The number of holidays for the district courts should be reduced
14. Strict checks should be put in place for the routine working of the district offices
15. Every work request/file should have an electronic entry in system with a time stamp and an owner
16. Every work request/file should have a stipulated turnaround time mentioned
17. The supervisor of the office and the district management should be able to access open file and duration open for through the system
18. A helpline should be created in the DM’s office to accept complaints about the working of district administration
19. The District Collectorate should have a control on the conduct of District industries & development centres
20. Political interference in the working of the District Administration should be minimised through systems and processes
21. All Government schemes, eligibility of beneficiary should be put on notice board of district administration office
22. Every district office should publish a weekly report on Work In Progress including number of cases received, number of cases processed and number pending along with any other progress made.
23. The Central Government in partnership with State Governments should implement the above District Administration model in 10 districts of India as a pilot project and then roll out to more districts. more

The administration and control of land use absolutely failed giving raise to conversion of lands from agriculture to Fish and Prawns Tanks ; vast extents of commercial plantation like lime etc., in the heavy land extents held against the Land Ceiling Acts . There shall be the original control of lands and land use by Collectorates . more

Most of the sufferings is caused by non disposal or wrong disposal of the petitions of the people at district collector level. The Commissioner should hold a court every month in each district to hear the people and grant relief on the spot. In the process he can hear both sides i.e. the people and the district administration both. Such arrangement was existing during pre- independence period. But has gone away. The divisional commissioners are simply enjoying life and drawing huge fat salary. Similarly in SDM office the collector should hold court once in every month and dispose off appeals against the SDM office disposals or delays. more

District administration is a state subject;center just can advise and support it as a piloet project but the several states were opposition is ruling may not digest it .So start it where Bjp is in power.It is a very good project for wide digital connectivity and for better administration. more

Email addresses should be created in the name of official designation of all the District level officers where complaints/ suggestions can be filed which can not be denied subsequently by the concerned officials as having not received such complaint. The status of such complaints/ suggestions should be uploaded on the Govt. website where any on track the latest position. FIR SHOULD BE ALLOWED TO BE LODGED ELECTRONICALLY TO BE FOLLOWED BY SUBMISSION OF DULY SIGNED HARD COPY. All the FIRs lodged should be uploaded daily on the Govt. website from where one can download the copy of the same without visiting PS. A large source of corruption can be eliminated and officials can be made more accountable by adopting the measure. more
