Discussion 3 - Corruption and Transparency - Identifying Solutions

Dear Friends,

Thank you for your time and invaluable and deep insights on the root causes of corruption. So much good information has been submitted by so many of you, it is truly heartening. Here is a take at the Summary of Root Causes. It is still a Work in Progress document and by no means 100% but will enable us to move to Identifying Solutions.

Please take the time to review it and propose solutions. Once the Solutions are identified, we will publish the Whitepaper and I will personally forward it to the PMO. Given the importance and need to address this Priority, I am confident that Mr. Modi and his team would find this whitepaper very useful in implementing Good Governance in India.

Let us take till Sunday, June 15th and propose solutions to the Root Causes of Corruption listed below. If something is missing, please fee free to add.

Summary of Root Causes of Corruption in India collectively identified by 50,000+ citizen community


General Root Causes

1) Lack of Moral Value education and practice in school and college education

2) Lack of awareness with the common man that Corruption is Bad

3) Celebration of people who have financial wealth rather than the ones who have been of service to society and nation

4) Gap between demand and supply required for most products, services and resources.

5) Slow and time consuming legal processes and judgement in general and in cases of corruption

6) Lack of swift and strong punishments to the ones proven guilty of corruption

7) Lack of an established and adequate electoral funding mechanism

8) Lack of feedback and rating mechanisms

Citizen to Government Corruption Root causes:

1) Excessive amounts of manual paper work and approvals required for most Citizen Services

2) Lack of awareness and transparency about Government processes and Citizen Rights.

3) Missing mechanism for processing of most citizen emergency requirements

4) Lack of time bound delivery and penalty mechanisms in Government to Citizen Services

5) Lack of performance orientation and accountability for results in Government departments

6) Lack of effective Vigilance Department and Ombudsmen for redressal of governance issues

7) Lack of Transparency in the Government Recruiting and Employee Transfer process

8) Lack of willingness of many citizens to wait for their turn and follow the process

9) No customer service orientation given to Government employees


Business to Government Corruption Root Causes:

1) Negative and biased outlook of most Government Employees towards Business

2) Lack of transparent tendering process for Government projects.

3) Complex and ineffective taxation system that gives undue authority and discretion to Government

4) Lack of stringent and timely action against businesses and individuals engaged in corruption including cancellation of all business licenses.

5) Manual processes for most steps of the Business to Government transactions

6) Government Delivery of Services out of sync with pace of Business Needs

7) Several Government touch points for businesses at both Central Government and State Government with no single point of contact for execution or grievances

8) Discretion based decision making in various State and Central Government departments

9) Funds allocated to Government agencies without objective deliverables and a clear delivery and sustainment plan

10) Lack of understanding, ongoing training and commitment to ethics both for Businesses and Government

Business to Business Corruption Root Causes:

1) Promoter’s need to pay bribes to Government/Politicians and therefore the need to generate cash from operations and supply chain

2) Lack of an independent function like Ethics engaged in training and re-commitment of employees

3) Individual greed at operating levels to make the extra cash

4) Setting of unrealistic revenue and profit targets by Management with no stated guidelines on ethics.

5) Lack of an independent board in most Companies

Citizen to Business Corruption Root causes:

It is worth noting that following JVs have also been signed/ agreed upon between January 2015 to February 2016. 1. Kalyani Group and Rafael Defence Systems (Israel) for anti-tank guided missiles, armoured vehicles. 2. Punj Lloyd and Israeli Weapons Industries for development of assault rifles. 3. BAE Systems has selected Mahindra Defence for Assembly, Test and Integrarion facility for M777 light-weight howitzers. 4. Russian Helicopters has agreed to set-up a manufacturing facility for more than 200 units of Ka-226T light utility helicopters. HAL is the prime Indian partner with local companies providing subsystems. 5. Airbus will partner Tata Advanced Systems to manufacture 56 C-295 tactical airlifters for the Indian Air Force. An initial tranche will be bought in fly-away condition while the rest will be assembled in India. 6. On the sidelines of the recently concluded Dubai Air Show (November 2015), Boeing and Tata Advanced Systems have announced a JV to produce fuselages for the Apache AH-64 attack helicopter in India and co-operate on the development of other subsystems. To avoid corruption, we should have a foolproof solution where we don't interface with authorities and pay the fee or get approval online by paying the specified fees; for instance: In Bangalore; (1) I found that the registration process is digitized, but still we have to pay 15000 to 20000 per each transaction of execution of sale deed; this is more or less existing through out the country ( think of black money it generated) (2) The other example is paying property tax also it is bribed for the first time as we have no option other than going to them for payment of property tax ( here the amount is around 500 to 1000 per transaction) (3) think of transgering or getting katha, like this all services has a rate, we have to pay This is very unfortunate and worst situation, that we are leaving. Can we together create a transaction process where the authorities are not involved, we go directly to website and pay the fee? more  
Most Hon'ble Sir, I am a retired Professor and Head of Biotechnology , University of Kerala, Trivandrum. I have been successful in the design and development of community scale 22 M*3 bioreactors to convert vegetable , food, agricultural and market refuse inti high value products such as Biogas and organic fertilizer tested and proven for their values.I have set up a continuous AD Plant that provides irrigation and organic fertilizer to a 11 acre plantation farm at Angamali, Ernakulam Dt. , Kochi, Kerala. It generates 30, 000 litres of biogas daily at a loading rate of 500 kg / day. Since 2009 till my formal retirement in 2012 and presently I am collaborating with German Industrialists and Universities who have State of the Art Technologies in this fiels. Dr. Michael Strecker of ARES, RUs -tec , Hannover is very eager to link with IIT Delhi, with whom I have been working very closely since 2000, to establish a highly efficient technology Incubation Centre under the myriads of dynamic programs launched by our GREAT Prime Minister Modiji to take our nation forward at a revolutionary pace for improving the quality of life of common man to high techs. Corruption does not mean only taking money or favours. Not working to the salary received by them under the guise of unions, political affiliations, castes and communities is also amounts to Corruption. Especially this is so in the present scenario of so many vacancies in Railways and the Safety of Passengers to be travelled in the High Speed trains and Every Indian's dream of Bullet trains. more
