Discussion 2 - Women and Child Safety/Empowerment - Proposed Solutions

Based on the inputs received from all, below are the KEY ISSUES and ROOT CAUSES summarized by our team. Keeping these ROOT CAUSES in mind, please propose implementable solutions. Please submit all your responses by End of Day, Thursday, June 7. A white paper would be put together as a next step for submission to PMO and associated ministries.

Key Issues Identified:

1) Rapes
2) Assaults
3) Safety of women
4) Human trafficking
5) Child abduction
6) Child molestation
7) Child labour

Root Causes Identified:

1) Men are not sensitive enough about women needs and their place in civil society
2) Hard punishment is not given to offenders; Weak and time consuming judicial system
3) Not enough electronic surveillance around the cities
4) Non-existent/Ineffective emergency numbers and response mechanism to tackle women and child emergency situations
5) Lack of moral education in India’s education system
6) The Police is ineffective, has a bad image and considered not approachable
7) Lack of Women Toilets, special compartments, security in general.
8) Girl child is still treated as a taboo in various communities
9) Low literacy rates in rural India
10) Insufficient or Ineffective Self Help Groups
11) Child Labor laws not implemented effectively

yes Mehlaji...u r right..MHA have issued guidelines but it should be implemented by respective states.. more  
Very apt,implmentable and practical solution . Needs to be sent to MHA for instructions to the state police depts for puting into practice for stopping the crime . Singapore and other European including Londo UK have implemented to minimise crime . more

Few of the proposed solutions for Women and Child Safety/Empowerment are as below. These might help not only in deterrence of crimes but also facilitate early detection and effective response. 1. Surveillance infrastructure such as CCTV surveillance, Video & Sound Analytics, Facial Recognition Software (FRS), Automatic Number Plate Recognition System (ANPR), etc. should be implemented at strategic points and crime prone areas and augmented in all major cities and towns. Traffic surveillance has to be enhanced and integrated with City CCTV surveillance. 2. Cameras can be installed in school/college buses, late night cabs, etc. as being envisaged by few cities. 3. All the above cameras should be monitored in Master Command and Control Center and police operations team should be deployed for better response and incident management. 4. Criminal database should be created and integrated with existing applications & databases such as CCTNS, RTO, traffic data, ANPR, FRS, etc. 5. Mobile surveillance vehicles should be deployed for fast response to such crimes. Mobile Patrol Teams can help in patrolling high crime-prone areas. 6. Quick Reaction Teams for Women (QRTs) can be formed as first responders to address women related crimes. 7. A dedicated Women helpline system by Police should be created. 8. Strict punishment and long term/life time imprisonment for serious offenders to be effected to deter the rapist/criminals. 9. Awareness campaign about the key issues related to women safety is very important. Separate sessions in schools, colleges, companies, etc. can be conducted to inform the women about such situations. Road shows to be organized - simulated scenarios on different situations and how to deal with them. 10. Another alternate is to leverage technology to create awareness - open a website on women safety/empowerment and post issues, case studies, help videos, bravery acts, support requirement, counseling for victims, etc. 11. Companies should implement Whistle Blower Policy to raise voice against sexual harassment. 12. Martial arts/self- defense techniques can be made mandatory as part of education syllabus for all girl/women students in schools and colleges. This will bring self-dependency and empower women to fight crimes. more  
Just want to add it is important to promote Girl Education and life-skill/self-defense training to make sure they are empowered with the power of education and financial independence. Women is always be treated as second class citizen till they are financially successful in our society. more
