Discussion 1 - Making Doing Business in India Easy - Solutions
Dear Friends,
Thank you for your time valuable time and invaluable inputs. I have been personally forwarding your inputs to the PMO . For the current discussion on ‘Ease of doing business’, we have summarized the key areas outlined by you, where solutions/actions are needed from the Government to make doing business in India easy.
1. Greater freedom from government control on industry. The interaction with bureaucracy needs to be minimised when it comes to starting/running a business.
2. The paperwork should be done away with and the entire system should be computerised. Lesser the paper work/human interaction, lesser are the chances of corruption.
3. Easier access to credit for SMEs and labour law flexibility required in states to facilitate the expansion of small scale industries to larger ones. It will also be critical to boost employment of low skilled labour.
4. There should be a single window movement of applications for the entire gamut of registrations.
5. The rate of interest on bank loans for business in India needs to be brought down
6. The business tax structure must be simplified - Implement GST so that the goods/services are taxed just once. No need to impose Sales tax, Central sales tax, vat, interstate sale obstacles like road permit, etc.

1. There are several relatively newer areas where more manufacturers, vendors and contractors are needed than available. However, in the Govt. procurement, the blind system of bidders qualification involving a requirement of having done a certain volume of the similar work in the past is a serious hurdle. It my also result in the orders being bagged by a handful of bidders repeatedly, irrespective of the long term proven performance in the past. A system based on capability assessment of new vendors who have not done similar work in the past but have the needed resources and are in a position to guarantee the performance should be evolved without forcing them to associate with the otherwise qualified bidders (as this surrogate system would only increase cost and reduce competition). With my 40 years of procurement experience, including public sector procurement, i would be happy to explore such possibilities for giving a fillip to start of new businesses by professionals, in areas of vast potential like solar energy, water and waste water, Software Development for public services , architectural services etc. to name a few.architectural services for Govt and public sector etc. 2. Special attention could be given to encourage new business setting up by retired professionals who other interested in such activity and vast knowledge and experience to undertake the same if confidence is available to them about environment being conducive to such businesses. 3. Some mega initiatives are required to leapfrog appropriate technology development and commercialisation (if necessary with foreign assistance), e.g. to manufacture in bulk, low cost and high efficiency ingots, wafers, cells and modules for solar energy, technology for CSP, especially for integration with existing gas based combined cycle power plants, nano technology for energy generation, off shore wind power, nuclear power technology for utilisation of thorium which is anundantly available in India but it is understood we need to wait for 30 years for this ( can we do any thing to leapfrog this by any alternative way?) more

WITH CORRECTION: Another suggestion from my end is to start banks exclusively for 'micro credit' for small time traders like vegetable and fruit vendors, who otherwise take money in the order of hundreds (say 200 or 500) from money-lenders even paying as high as Rs 5 per 100 per day, working out to 5% per day or 150% per month. This type of exploitation can be curtailed by such lending by special banks. It is a very important thing to keep these micro businesses alive , as these people do not depend on the government for any job or dole, but take care of their own needs; and this 'natural entrepreneurship' of the common Indian people will and should also be encouraged, as in the absence of this they will end up applying for government jobs, and the 'price' (read bribe) for the job goes up. This is a better option than allowing FDI in retail sale, opening up the market for Walmart or others to decimate these small traders. more
