Data just released by the Socio Economic Caste Census (SECS) confirms the oft-held view that gap between the rich and poor, between the haves and have-nots have been widen since the beginning of liberalization process as if the total 243.9 million households in the country, 133.45 million (about 75%) rural households’ monthly income is less than Rs. 5000 a month and the govt. has ridiculous standards to measure poverty. Moreover, some 23.7 million rural households have just one kutcha room house and about 39% rural households are landless, a feature more prominent amongst Dalits and Adivasis.

Given this fact is also the fact that India’s social spending is amongst the lowest in the world as our public spending in health and education was 7.4% of our GDP in 2012. Even Nepal spends 10.2% of its GDP, Afghanistan 8%, richer and developed countries much more as the capitalist USA spends 23.3% of its GDP, 16.6% by Switzerland and 14.2% by Australia, so reducing allocations in health, education and even in much touted Swachha Bharat Abhiyan in 2015-16 budget is indeed unfortunate. Jaitley has also reduced total allocations on NREGA and cut budget on education and now with all political parties agreeing to increase slaries, perks and allowances for all MPs that will surely be followed by the MLAs, it is clear that अच्छे दिन are only for the politicians and the govt. is hell-bound to pass the Land Acquisition Bill that will further hit farmers hard, more rural people will become landless and rural poverty will increase. Hence, I suggest, the govt. should take a serious look at the SECS, re-work on the budgetary allocations and take it sure that a govt. of welfare state must ensure security of livelihood and health, education and transport to all. more

The analysis system so maintained to conceal the figure of real poor population in India. But still, it is the real fact that the poor comprise about 65 % while the poorest of poor counts 40 %. It is really the miserable situation of the independence while the governments opted only concentration of wealth at and with some 10% who are in various business fields backing the political parties. That is why , it is necessary to [1] Re-survey the land and correctly settle realising the excess lands concealed beyond the purview of Land Ceiling Acts. [2] Fix Wealth ceiling as was also appreciated in the constitution stating that concentration of wealth is not a democratic measure. [3] Limit the ownership of Houses to 2 or maximum 3 for a family .[4] Restrict Economy benefits , concessions , subsidies to only those below ONE LAKH ; 1 TO 3 LAKHS ; 3 TO 5 LAKHS === INCOME PER YEAR irrespective of Cast/Sect/Sub-sect , religion , minority , race , creed. THIS MEASURE WILL LEAD TO A REASONABLE REFORM to address Food ; Education ; House ; Healthcare. more  
Holding land by every rural house hold is not the indicator of the welfare country. Even urban majority must be landless or does not own house. Even the land held by people is so small that economic cultivation has become impossible. With small holdings, farmers are unable to use scientific methods making output per hector too low. By land acquisition, fragmented land holdings will reduce & efforts will be made to grow more from lesser land to increase the output. It is sad that the budget allocation on education & health is very less. There is no second opinion on increasing on this. Govt would not have done this unless there must be compelling reason for this. We must trust the govt strategy if not this year it can be done in next year. The efforts will be made by acquired land new houses be built up so that all will have their own houses, new industries will be built so that employment will be generated resulting more industrial output reduction in prices etc.. more
