Cpgrams- need for a relook

Prime Minister Narendra Modi has asked all Secretaries whose departments have extensive public dealing to set up a system for "top-level monitoring" of grievances immediately and action against delinquent officials.
In this regard I would like to mention that the Centralised Public Grievance Redress and Monitoring System (Cpgrams) is very much ineffective. It is supposed to be an online public grievance lodging and monitoring system. But it has become an online public grievance lodging system only. There is neither monitoring nor Redressal. Neither the Directors of Public Grievances nor the DOPT is monitoring it. The public grievances received in this portal are closed without assessing the satisfaction of the complainant. Normally the concerned department closes the grievance on the last day of the prescribed time limit without properly addressing the grievance. There is no procedure for appeal regarding the closure of the grievance. What is the purpose of a Redressal mechanism if the grievance is not properly resolved?

I had the bitter experience with two departments, one with Textiles Committee, Ministry of Textiles and other with DOPT itself. In the first case I had complained against delay in settling my Earned Leave encashment even after 8 months of retirement in May 2015 citing the wrong fixation of Grade Pay in 2009. More than 40 employees of my organisation had been effected with the so called wrong fixation which itself is disputed. My organisation, Textiles Committee has disbursed all the terminal benefits to 30 employees and has withheld the leave encashment for 4 employees. Moreover the Supreme court Judgement in December 2014 prohibits the recovery from retired employees if the employees are not at fault. I had quoted this Supreme Court judgment and filed a grievance in the cpgrams portal. But my grievance was closed on the last day of the permissible time limit without addressing my claim and not a word about w the Supreme Court Judgement. It is regretted that my hard earned money is wrongly held by a public organisation without any proper justification and against the orders issued by Supreme Court in this regard. In the second instance I had filed a grievance with DOPT itself about the non-issue of orders based on the Supreme Court judgement of a Division Bench dated 18.12.2014 (Civil Appeal No.11527 of 2014 - State of Punjab vs Rafiq Masi etc.) regarding recovery from employees. The DOPT order no. 18/26/2011-Esttt./Pay-1 dated 06.02.14 based on an earlier order from a Single Bench of Supreme Court is not valid now. But the DOPT has not issued fresh orders based on latest SC order. The grievance was filed on 29.11.15 and two months have elapsed and I have not received any reply in this regard. I am quoting these instances to prove the inefficiency of cpgrams to achieve the desired result more  
This system is made applicable compulsorily in all the States of Indian Union , there will be the real and requisite use and public interest oriented performance too as we had reiterated and suggested in several Posts in this Circle please . It is once again requested for necessary fast implementation which helps the real succesa of the governance please . more  
If you want to Transform India you need to look at the root causes for these non coformities. The biggest hurdle for any improvement is the resistance to change especially by the old generation babus more  
There is a site under PM himself. All the existing cells are satisified with the reply by the departments/agencies even if they reply as " I am a complan boy " At this rate they are only ornamental. However, with the same site fighting tooth and nail, I achieved three grievances redressed which would remain as faint accompli if not through the stated supra more
