Thank you for your time and invaluable insights on the subject of Corruption related issues and challenges. Over 1000 posts and comments on the subject have been received so far. To take the discussion to root causes, we have summarized the Issues outlined by you in 4 categories below. While the actual event may be unique, it falls under one of these broad areas.

If there is something missing, kindly post it as a comment to this post. Let us move forward and root cause these so we can figure out what drive these issues of bribery/corruption. Corruption Issues and Challenges in India

Citizen – Government Corruption
Bribes for various services like Ration Card, LPG connection, Vehicle Registration, Property Registration, Driving License, Water Connection, Electrical Connection, Getting Sewers Clean, Income Tax Assessments, Municipality works/permissions, Police FIR, Traffic Police, Passport Verification, Provident Fund collection, Birth/Marriage Death Certificate, Aadhar/ID/Voter card, Railway TC seat assignment, School and College Admission, Hospitals, Courts, Getting Government Jobs and Transfers.

Business - Government Corruption
Bribes and Kickbacks for getting licenses, getting qualified as a Government supplier, finding tender information, winning a contract, collecting dues, supply nexus where the Government/Taxpayer is cheated, Corruption in cash and kinds, with individuals officers or everyone in the chain/transaction. Bribes are paid for most inspections and certifications like Labour, Quaity, Fire, Safety, Weights and Measure, Pollution etc as well as to renew most licenses. Bribes are also paid in most tax dealings like VAT, Service Tax, Customs/Excise to get clearance or file a return.

Business – Business Corruption
Bribes paid by entrepreneurs/SMEs to get qualified with big companies to do business, get tender information, secure orders, collect payments, get ahead of competition. In some cases where supply is in shortage, bribes are paid by distributors/dealers to get stock. SMEs used by large companies as sub-contractors to pay bribes to the Government.

Citizen- Business Corruption
Citizen paying bribes in some private school/colleges for admission. Bribery of private company officials to secure a job. Bribes being paid for home loan, insurance claim processing, faster processing of phone/internet connections. more

Corruption Issues and Challenges - Inputs Required on Root Causes The parties involved in corruption be it Government, Citizen, Business or Politicians, the root cause is the presence of black money. If there is no black money there is no corruption. Black money circulates in the form of big denomination notes of Rs.1000, 500 and 100, so to cut it at the root withdraw big denomination notes from circulation and create a cashless society. The issue of corruption can be definitely classified into the 4 categories listed by you. The change must happen in the attitudes of the people at large. A sense of responsibility and accountability to be inculcated in the people. This can be done at school level by introducing Moral Education seriously. At school it must be taught why should one follow rules and laws. Because it is for the good of all. Spiritual education can also help. Indians are mostly shelfish and greedy. The community is more important than an individual. In western countries, this attitude is present which make them more orderly and disciplined. more

When a process is not defined properly or when the any given process requires us to follow steps which do not make sense, that is also corruption, let me give a simple example, If I want to be a farmer, the process of becoming a farmer is full of loopholes and unnecessary delays and it is a long drawn out process. the government should not create any rules which block access to resources or opportunities. the processes defined for many business/licenses are cumbersome and dissuade people from taking initiative. more
