Confusion of flat price

I booked a flat in karnal Haryana on 29/06/2014. The basic price of flat was rs2085000 and allotted me at 10% discount i.e net price was 1876500. Project was not constructed till date only 2% construction done. I file case in consumer forum on 12/09/2018. Now in argument all forum members are confused that the cost exceed limit of Rs 2000000. Plz suggest me accordingly more

Probably you are no longer interested in buying the house in question due escalation of price due to delay in construction. If it is so you can seek refund. You are entitled not only refund of paid amount along with 9% interest, but also compensation for harassment, physical & mental torture. more  
Fully agree with the suggestion of Mr. Jiten Jain. The test for defining pecuniary jurisdiction is the amount of relief you have sought for. more  
There are no. of prjects like this, once you wish to cancel your allotment on the ground of substantial delay/ construction is only 2% complete, so the builder has to pay alongwith bank interest and penalty. Such projects get held up usually. It's better to opt for cancellation, if it favours you as per agreement. more  
There may be a escalation cost clause in the offer. The builders make you sign lot of papers in very fine print. You are never given time to go through it or understand the implications. In case of Govt. you have a image that you will not be cheated. more  
You can go to RERA or court more
