Concept: Social biz Model to address Citizen Problems

Referring to the attached pictorial representation of a Social Business concept, I would like explain how a Web Platform could be a great tool in solving Citizen Problems through the combinations of G2C, B2C and C2C models. more

For example, local police authority could post a job inviting aspirants to work on hourly basis and assist in traffic policing. There could be many young students, fresh graduates and the other needy applying for this job and take up hourly assignments on a rate contract. One could work, say, 10 hrs a week and earn INR 150/- per hour. - Provide uniforms to them against taking a certification course in traffic policing - Award Incentive for their good work - Use technology tools like GPS, RFID, CCTV for remote attendance, tracking, monitoring and accounting In this case, the advantages are - We are addressing a badly needed proper traffic policing - The students and unemployed youths are getting opportunity to serve the citizens while they earn their pocket money - Skills development - developing a knowledgeable force in traffic management - As the system is free from reservations, biases and other influences, only the merit would prevail - Both the hiring authority and the worker would give feedback to each other marking the work reputations. By the way, we the CITIZENS need a better traffic policing! more  
Globally such models exist for low ticket work assignments! more  
We could start implementing this model in those departments and problem areas where the root cause is on the required staff ( skills or numbers ) availability. more
