Central Government Re-engineering/Re-skilling - Inputs Needed

Dear Friends:

Many of you had commented in the Customer Service in Government post that most Government organizations are over staffed, have low productivity and are under skilled.

This is visible in the many Central Government offices.

With this post, we would like to seek your specific inputs on what can the Central Government do to re-engineer itself, skill and train its work force to the needs of changing times/citizens expectations. The workforce cannot be reduced so please give inputs that will help improve the efficiency, productivity and delivery of existing workforce.

We will share the final 1 page whitepaper with the senior most Government leaders so actions can be taken.

Consequent to the introduction of email in the communication methods, the Postal communications like production, sale, delivery of posts after handling them etc, have gone down very much. Hence the work load in sale of postal stamps, covers, cards, sorting of incoming letters and sorting of delivery communications, money order forms, and allied matter have been reduced to 80% less. The staff involved in these work will not be having sufficient work load and they seem to be drafted to some other work. The Post Master General must be asked to identify such surplus staff and essential posts alone be retained and as and when surplus staff retire the posts occupied by them should be disbanded. As regards, Small Savings division of the Postal Department and other Postal Deposits like Savings Bank a/c, KVP, MIS,Sr.Citizen scheme, etc, though computerisation has been done in some H.Os and Sub offices of postal department, the quality of work has not been improved, and most of the time the computer system is down due to power, or server failure etc, and things are done manually in delayed manner. By and large, the Post office savings etc are patronised by the Senior Citizens and Pensioners, but they are not treated in friendly manner and they suffer very much in the crowd. Most of the time the clerks are not found in their seat or found chit chatting, or gone for lunch for long time, and the work is held. They would neverr budge the request for completing the work of individuals even if 5 or 10 minutes croses beyond their office time. The old people are asked to come some day later. Hence the Postal department deserves tightening the screw at the earliest. more  
In the Short term, Soft skills training and 'Seva Bhavana' must be imparted to the front end staff. I do training mostly in the manufacturing sector especially automobile sector. The same attitude as 'government' are found in high end automobile workshops. There are yearly training with monitoring on performance and linked to year end appraisals. However the most impactful would be a comprehensive induction programme for the staff who join in front end jobs. They are still easy to groom and influenced before bad ways are learned. Good people need to be given the courage to remain good in such an environment since Absolute Power corrupts. However the private sector is not isolated, there they frighten you into doing good. But for every govt official who 'receives', there is a non govt person who 'gives'. I am not defending but the treatment to both should be the same. But the former has to be shameful to take bribes, while the later is proud that he got work done. These facets have to be highlighted in such induction programs to give all a larger perspective. They should realise that 'giver' is 'exploiting' the 'receiver' rather than vice versa. These can be trained and reinforced so that 'good' will remain the 'good'. more  
The problem with government officials is they have enormous powers but no accountability. Majority of such officials while dealing with public only look for what is there for him. If there is nothing for him, he harass the honest and make way to accommodate him. Solution is to make the law simple to understand everyone and not to leave anything for the official to judge. more

Mr. Devendra Fadanvis after his swearing in as Chief Minister, expressed an idea of Right To Service. It is the duty and primary responsibility of all Government and semi Government offices to provide efficient services to all citizens. I suggest following measures: 1. The staff is to be oriented for addressing the grievances/work as to how it can be done and not how to deflect it. The primary reason for such attitude is corruption. By expressing how it can not be done, the staff expects bribes and the person seeking job to be done is compelled to grease palms of the staff. 2. For orientation of the staff as service provider, paradigm change in the attitude can be brought through various training/orientation programmes as done in corporates can be organised. It has to be embibed in the minds of the staff that "Customer if the King" and they draw their salary through the citizens' money. 3. Staff should be subjected to strict discipline on similar lines with corporates as against their over protected employment. 4. The staff be subjected to the performance appraisal system on lines with the corporates. 5. Even if the Governments, top bureaucrats change, down line staff remains the same with their mindsets. 6. Each office can be mandated to display the requirements, timelines, official expenses involved and name of the authority in case of any difficulty in getting his work done.
