Why dont you visit their Gaziyabad kaushambi office? Even I do agree that they can not issue the pass so easily. You can atleast give them a letter for minister and you can ask minister for a personal meeting. Call on this # 8588833555 and discuss with them probably they can help you. more

I have still not been able to meet either. I cant discuss the problems in open darbar. I went to secretariate, where the people at the pass counter did not allow me in. they said we have to tell them the problem for which we want to meet the minister before a pass can be issued. more
