By and large I agree with the suggestions given be people. However, there cannot be a single scheme for pension. No country has it, despite having social security network in many developed nations. Look, how will you calculate pension for a martyr soldier? Similarly, Provident Fund has two components - employee's contribution and employer's contribution. Employee's contribution, not only in our country but elsewhere as well, is a safe savings scheme that helps country use the money for developmental work, and buffering value of rupee etc., and employees use it for construction of house, marriage of children, and as retirement benefit. Employer's contribution helps economy during the long service tenure and then its interest is used for providing Pension. On the death of pensioner, the principal component goes to national kitty. It is also worthwhile to mention that till now >90% income tax was obtained from service class only. This was because, there salary was white and accounted for. India had been on the top of the world for this notorious fact. Lastly, the issue of not allowing criminals in Parliament/ assemblies etc. by law is a complex issue, and that is why Supreme Court has also shown restrain on this matter. During Jay Prakash Narayan's movement, during anti-emergency movement and similar cases State prosecuted several political activists on number of serious cases including sedition, attempt to murder, rioting, breaking law and order. In 1970 in West Bengal, Indira Government dismissed an United Front government that had 226 seats out of 280. Then Governor Dharam Vira slapped draconian charges against >200 United Front MLAs, making them ineligible for attending assembly! I am not a lawyer, despite I find an effective law difficult to attain. Only viable option lies with people. End note: In election of 1971 in West Bengal, all 16 MLAs, who defected from UF could not fetch double digit vote. In the election history of West Bengal, you would not find defection, because people have always defeated them ruining their career. In 1962 assembly election in West Bengal, immensely popular film super-hero Uttam Kumar got just 99 votes, effectively sealing fate of non-serious personalities in politics. Trust people power, they should use discretion while voting. No government can impose election ethics among people, they have to learn and practice themselves. Winston Churchill famously said, "Government we get is government we DESERVE."
