Massive public awareness programs should be launched specially for the laymen who don't have access to information technology and businessmen are simply cheating them. Only making a law won't work, enforcement of the law or any system is a must. Surprise visits, in disguise of a customer, to the shops (specially Small houses) have to be made frequently, posters and handbills, TV and Radio Ads etc. have to be used extensively. Shopkeepers are even giving handwritten manual GST Bills when charging extra GST over and above the MRP. Consumers are being cheated this way. more  

The biggest challenge with MRP and discount offers. Most of the businesses (not all) are using a very interesting way of attracting customers. First the products are advertised with no discounts. Second the prices of the products are advertised with huge discounts and then GST is applied on top of it. Government can make it a mandatory requirement that all prices advertised must include the GST. eCommerce sites are the most notorious in doing this along with airline companies. GST based profiteering has led to business communities utilizing upward pricing. The electronics gadgets industry is already using the US$ to increase prices. 1. The first set the MRP to a value much higher than the price internationally. 2. Then they lower the prices of the items for sale. 3. Then they add GST to the items. The government could have used a very simple mechanisms of overcoming all these stupid techniques. Given below is a simple way. Once the OEM comes up with an MRP. Let that be used as a reference of GST. If government plans a GST value of 9 %. It can be divided as follows: 1. OEM Pays 3% GST 2. Whole Saler Pays 3% GST 3. Retailers pays 3% GST 4. eWay bills can be continued to ensure avoidance of GST. Don't give anyone a benefit based on slabs. Let everyone pay GST. Give persons Income Tax slabs but not GST slabs. Most traders make a large amount of money because they pocket the GST also as they show up in government records as below the slab. Resulting in huge profits. I believe this is the best way as this avoids discrimination. Don't create complexity in India, people find themselves finding every way to avoid, lobby etc. The biggest beneficiaries of a complex system are Chartered Accounts and Tax consultants. Let them get their dues by doing audits. more  

Yes, MRP already includes GST and hence GST cannot be charged over and above MRP. Any deviation should be viewed seriously. more
