Rules and laws are to be framed with absolute majority participation from the people going to be directly affected by the Rules and Laws. It should not left in the hands of the administration or the politicians. Both are literally not affected and even if affected can easily manage and get away. Rules and laws are equal for everyone but we are far away from that situation.
Then passing rules are based on party leadership perceptions and commitments, ego requirements, positioning , one upmanship and group system, requirements of religions and faiths. Practicality and Logic appears secondary . Wish we had direct democracy like the Swiss. The politicians and the admin( permanent jobs) seem to hijacked the system and manupilate according to the group requirements. The rich make the laws best suitable for themselves.
Should change.

      The First step of the Union is to workout for implementation of Socialistic Economic Democracy conditioning the Clause 2 to 6 of Article 19 to insert in continuation to Clause 1 , a to g . This will warrant/tender every one to be bound on the Co-Citizen interest of each and every right/liberty envisaged in Article 19 Clause 1 a to g.
      This will eradicate any individual Baggage or Enjoyment and also arrests the loot or unrest of other Citizen. more
