C. toilets by accessing user's location, and allows user to rate the toilet on accessibility, cleanliness, ease of accessibility, availability of water in all flushes, fee collection and maintenance within the app itself.

There are no public toilets in the Vasant Kunj area. The world is their toilet

Public Toilets (even paid ones) are never in good condition!
Construction , Maintenance & upkeep need to handed over to private sector agencies - like in malls , where you will find very clean & well maintained toilets.
