Having paid all fees and charges, getting mutation certificate without involving agents/touts within the department is seemingly impossible. Procedures are not properly documented anywhere in the public and hence, dependence on touts/ agents is unavoidable. If all fees and relevant documents are submitted, the issuance of mutation certificate should be automatic without any follow-up.
