March 19, 2020, New Delhi: When the Yogi Adityanath led BJP Government came into power in 2017, people were unsure of what to expect. Over the next 3-years, the Government claims to have taken some bold steps, improved the state of law & order, invested more in infrastructure and improved availability of power.

To assess 3 year performance of the Government, LocalCircles conducted a detailed survey in Uttar Pradesh and asked the residents of Uttar Pradesh what they feel about the performance of their state Government in the last 3 years. The 12-poll survey received more than 80,000 responses from citizens residing in over 55 districts of Uttar Pradesh.

On the question on water supply, 29% said there has been a significant improvement in the last 3 years and 33% said there has been a little improvement. 21% said there has been no improvement in water supply at all while only 8% said it has become worse.

When asked how do they rate the improvement in cleanliness levels in their city in the last 3 years, 42% said there has been significant improvement, 41% said there has been some improvement, 10% said no improvement while 5% said situation has become worse.

One area where there have been clear efforts undertaken by the Government of Uttar Pradesh in the last 3 years is Swachh Bharat. With the Yogi Adityanath Government, the adoption of this Central Government Mission has been much faster as compared to the change on the ground observed till 2017. Residents of many cities of Uttar Pradesh in the consultation exercise have indicated that garbage pick up and disposal, street cleaning and waste management has improved in the last 3 years. Efforts to reduce open defecation and constructing public toilets have also brought visible results.

While actions are still needed in areas like stray animal management, hazardous waste management and better maintenance of public toilets, people are happy with the work done in the last 3 years.

59% citizens of Uttar Pradesh believe communal harmony has improved in the last 3 years, with 46% terming the improvement significant while 13% terming it minor. 16% said there has been no improvement while 19% said it has gotten worse.

In the poll, 25% Uttar Pradesh residents said that there has been a significant improvement in healthcare services in Uttar Pradesh in last 3 years. 21% said there has been some improvement while 32% said there has been no improvement. 7% said the situation has become worse.

Looking at the size and population density of the state, the UP Government has also done well so far to control the spread of Novel Coronavirus, and the confirmed cases of infected have remained under 15 so far.

Improvement in power in the state has made people happy, with 60% calling the improvement in the last 3 years as significant and 24% saying that there has been some improvement. 11% said there has been no improvement while 5% said it power situation has become worse. UP residents have been also allowed to avail state government subsidies on the installation of rooftop solar power plants in their houses for their own consumption, with some taking an advantage of it already, especially as a source to charge their invertor batteries as well as for solar water heaters.

Uttar Pradesh has been infamous for its education system, especially the copying mafia in the UP board exams. The Yogi Government has made a lot of efforts to improve the education system in the state and took extensive measure to curb cheating by installing more than 2 lakh CCTV cameras to catch the culprits. The Government also tied up with corporates like Google and Microsoft for using technology in building infrastructure to provide better education.

Whether this results in long term improvements in the education system is yet to be seen but there has been some appreciation for the efforts undertaken. 26% Uttar Pradesh residents believe that there has been significant improvement in school education is Uttar Pradesh in the last 3 years and 21% believe there has been some improvement. 16% said there has been no improvement in this area while 16% said situation has worsened.

Air Pollution has been a major issue the last 3 years with PM 2.5 touching 1000 levels in multiple cities in Nov 2019. While only a portion of the pollution can be attributed to local or state causes, people were asked how do they rate Uttar Pradesh Government’s efforts in the last 3 years to improve air quality. 17% rated it excellent, 33% good, 22% said Government made efforts but there were no results and 17% said Government has not done anything at all. 11% said the current Government has made things even worse.

Uttar Pradesh Government’s 2020 budget was focused on infrastructure development, with thousands of crores being earmarked for new expressways, airports and metros in various large cities of the state. 56% Uttar Pradesh residents in the poll said there has been a significant improvement in infrastructure development in Uttar Pradesh under the current Government at all while 30% said there has been a small improvement. 7% said there has been no improvement while another 7% said it has gotten worse. This is one area where the Government has received a thumbs up from a large number of people.

MSMEs account for more than 80% of UP’s exports and the state industrial minister of Uttar Pradesh recently said that more than 3,46,000 MSMEs have been set up in the state since 2017. He also said that the UP Investors Summit organised in February 2018 was a grand success and garnered investment proposals worth Rs. 4.68 trillion for the state.

When citizens were asked how do they rate ease of doing business in Uttar Pradesh in the last 3 years, 29% citizens said there has been a significant improvement, 23% said there has been some improvement, 17% said no improvement while 10% said situation has gotten worse.

According to some LocalCircles members, the license raj has reduced, however some say extortion bribery is still prevalent and their experience is that to get things done, they are ending up paying even higher bribes than before.

In the poll on corruption though, 29% said there has been a significant reduction in corruption under the Uttar Pradesh Government in the last 3 years. 33% said the reduction has been minor while 8% said corruption has instead increased. 25% said there has been no reduction in corruption in the state.

80% citizens of Uttar Pradesh said that law & order situation in Uttar Pradesh has improved in the last 3 years, with 49% saying the improvement has been significant while 31% saying the improvement has been minor. 16% said there has been no improvement while 2% said it has gotten worse. This is one area where a large majority have given the Government a thumbs up. People specifically stated that the Government was quite effective in handling the Ayodhya verdict and the CAA-NRC situation.

When people were asked as to how did they rate the overall performance of the Yogi Adityanath Government in the last 3 years, 26% rated the 3-year performance as excellent, 20% as very good, 17% good, 17% average, 9% poor and 11% very poor.

Overall, 63% citizens this year have been happy with the work done by Uttar Pradesh Government in the last 3 years.

The state Government also opened a ‘war room’ based in Lucknow to collect data from 403 assembly constituencies to collate the effects of the schemes and benefits provided by the Government in the last 3 years. The results of the survey clearly point towards the fact that the current UP government has done a good job in the last 3 years and residents have been happy with the development progress in the state. Citizens will also hope that the Yogi Government will keep up its good work over the next 2 years and make Uttar Pradesh an important contributor in India’s economy.

Survey Demographics

Approximately 80,000 responses were received from over 42,000 unique residents located in over 55 districts of Uttar Pradesh. 64% of the participants were men while 36% were women.
