LocalCircles hails action by MoRTH against advance tips by taxi aggregators; Requests CCPA to act against 5 other prevailing dark patterns on such platforms

August 14, 2026, New Delhi: LocalCircles welcomes the directive issued by the Ministry of Road Transport and Highways (MoRTH) on August 11, 2026, asking app-based taxi aggregators to stop soliciting tips from passengers before a ride is accepted or completed. This is a significant win for millions of app taxi users, many of who have consistently reported on LocalCircles about being nudged, and in effect coerced, into paying an advance tip merely to secure a basic ride.

In its notification, MoRTH has flagged interface features such as “Advance Tip”, “Choose an Add-on” and messages like “A driver may be more likely to accept this trip if you add a tip”. Under Clause 14.15 of the Motor Vehicle Aggregator Guidelines, 2025, the tip option may be displayed only after the journey is completed and cannot be offered at the time of booking or while the passenger is travelling. The Ministry has held that any prompt creating an impression that a tip could improve ride confirmation, driver acceptance, driver allocation, waiting time or quality of service is misleading and manipulative, and may violate the Consumer Protection Act, 2019. Aggregators have been directed to review their apps and ensure strict compliance.

This action follows a sustained citizen-led campaign. In its nationwide survey published on November 11, 2025, LocalCircles found that 78% of app-based taxi users surveyed had experienced Nagging, where repeated pop-ups or prompts kept appearing asking them to add tips, subscribe to a plan, enable notifications or download another app, even after they declined, with no option to disable such requests permanently. On the same day, LocalCircles Founder Sachin Taparia wrote to Chief Commissioner, CCPA and the Minister of Consumer Affairs, seeking immediate and time-bound action against deceptive design practices of taxi aggregators.

5 other dark patterns continue to prevail on taxi aggregator platforms

While the advance tip issue now stands addressed at the regulatory level, the LocalCircles survey of 94,000 app taxi users had identified five other dark patterns that remain firmly in place:

• • Drip Pricing – 59% of app-based taxi users surveyed said they have experienced hidden charges (other than taxes) that were not disclosed upfront but were added when their ride transaction concluded.
• • Forced Action – 90% said they were made to cancel a ride and pay a penalty though it was the platform or its driver/vendor that became unwilling to provide the ride/service they had signed up for.
• • Bait & Switch – 86% said the waiting time shown before booking was significantly less than the actual time the driver took to reach their pick-up location.
• • Interface Interference – 84% said important options such as cancel ride, remove add-ons or opt-out of subscriptions are hidden, shown in very small fonts, or designed in a way that makes them difficult to notice.
• • False Urgency – consumers have reported artificial scarcity and time-pressure prompts that push them into confirming a booking, particularly on bike taxi and auto platforms.

The chart below maps the dark patterns reported by consumers on each of the leading taxi aggregators. Drip Pricing has been reported on all five platforms, Forced Action on four and Bait & Switch on three. Basket Sneaking and Subscription Trap have also been reported on Ola.

What LocalCircles is requesting CCPA to do

• • Conclude the pending investigation into dark patterns by taxi aggregators in a time-bound manner and place the findings in the public domain.
• • Direct platforms to disclose the final fare and all charges upfront, with any post-ride variation requiring clear consumer consent, so as to end Drip Pricing.
• • Prohibit levy of cancellation charges on consumers where the driver or the platform failed to honour a confirmed booking.
• • Mandate that the estimated arrival time shown at the search stage is the same as the one shown after booking confirmation, with penalties for repeat deviation.
• • Require that cancel ride, remove add-on and opt-out options are displayed with the same prominence as the confirm or pay options.

The MoRTH notification on advance tips demonstrates that enforcement works when the regulator acts decisively. LocalCircles hopes CCPA will now extend the same decisiveness to the 5 remaining dark patterns so that the interest of the app taxi consumer is fully protected.
