Corruption is our culture starting with religious leaders, politicians & the masses at large.
The last colonist hv left but the culture remains intact.
Solution is to correct the mindset and the culture.
Today a middle school student wants to be a IAS, IPS, etc as take home including bribes can give a comfortable life with a rare possibility of getting caught red handed unless one is too ambitious about his take home.
All politicians survive on corruption and there is almost nil possibility of ever being caught.
That leaves the rural low end who thrive on dole, tax free agricultural income & reservation and income & food doled out by political parties during elections etc etc.
Panchayat Raj also is a layer which is greased by various
rules brought in to enhance corrupt income.
That eventually leaves the salary man and industrialist who largely are victimised and punished by the lot from grass roots up.

All countries have a small negligible percentage of corruption unlike India where it starts from birth, till death at every level and we pride ourselves to be a great nation. India is a grass root level corrupt nation like it or not.
No, the starting point is culture and we need clean citizens, religous leaders, services personal & politicians to arrive at the right equation, any advice where to fish for them.
No wishful thinking helps. We are doomed unless a sort of Sri Krishna is born until then keep hoping. more
