Startup Comapnies Registered under ROC, Gov. India gets struckoff, NOT having financial trans 2ys

Startup Comapnies needs to Register their Companies under Registrar of Coompanies, Min Of Corporate Affairs, Gov. India, befroe they go far any fund raising actitivies. this activitie sare time consuming an odne with help of CA's , by Founder Directors of small companies with lot of strucgle and open Bank accounts ,etc . They need to concentrate more on technical part intially to make thir Product attractive to the final Consumer/Industry in larger prospective. This take manytimes 1-2 yrs befor ethey head for a real Fund rinsing rounds. It is not bed of roses when these gets required attention mainly in Silicon valley and not much in India without God fathers.
Now after Registering teh Comapny and start doing Product innovation and Marketing strategy step and visit US and stay as long as their non-immigrant VISA rules allow and pitc for Fund through various forums abroad and India. Still not able to get through quickly makes finanace part neglected except survival money mamged through friends and family. Thsi strugle is there for 905 startups as only few become sucessful innearly stage and other continue theri effeort.
However, ROC , Min. Of Corporate Affairs, Govt . India starts sending Letter to registered address/address of Directors, stating that " Pursuant to sub-sections (1) and (2) of Section 248 of the Companies Act, 2013, notice ii hereby given that as per available records: - the company is not carrying on any business or operation for a period of two immediately preceding financial years and has not made any application within such period for obtaing the status of a dormant company under section 455. "

Now the replies within specifed 0 days of receipt of above notice could not be done as Founder/s are not in India and there is no othe rrepresentative to do so.

Could "Registrar Of Companies , Delhi, Min. Of Corporate Affairs, GOvt of india , sympatehetically consider such small startup Companies where no financial transaction is going on to Company account due to reasons best known in intial years to be given minimu 5 years for taking any such action of striking down names of Comapny Incorporated with due strugle and finacial loss by the young Enterprenuer.
